Do police have gadgets or soothsayers for counting militants active in Kashmir | | | Early Times Report Jammu, June 8: Do the security forces, especially the police in Jammu and Kashmir, have any such sophisticated gadgets as can determine the number of militants who are active in the state ?Do they have some special equipments that can help them in identifying or determining the number of militants who infiltrated into Jammu and Kashmir? These questions have assumed importance after the police officers specify the number of militants who are active in Jammu and Kashmir. These questions are important after a person like Chief Minister, Omar Abdullah, who has hardly travelled to the zero line on the LOC in north Kashmir, disputes the claim of the GOC 15 corps by saying that 30 to 40 militants have infiltrated into Jammu and Kashmir in recent weeks. Lt. Gen. S.A. Hasnain had claimed that the infiltration level had touched zero during the last several months. One cannot but feel amused and confused over the latest statement of police chief in which he had made a mention about the exact number of militants being present in the Kashmir valley. The Director General of Police, Kuldeep Khoda, has said nearly 250 to 300 militants were present in Kashmir. "By our general estimates there are 250 to 300 militants present in the valley," Khoda has stated adding that "the odd 100 militants among them may be more active." Does Khoda base his report on some sort of intuition? Or has he engaged some sort of soothsayers for finding out how many militants are active in the state and how many have infiltrated into Jammu and Kashmir? Or does the police Chief have some gadgets that can give exact figure on the presence of militants in the valley ? Thank God this time Khoda has not been too exact in giving figures to invite derision and laughter. Otherwise he and his colleagues have the art of telling that 13 militants have infiltrated into the state. Confusion keeps on mounting when one agency says that 700 militants are waiting on the launching pads across the LOC for infiltrating into Jammu and Kashmir and the other talks of 800 to 900 militants waiting on the launching pads. When Gen. Hasnain said there was no infiltration what led the Chief Minister to claim that between 30 and 40 militants had infiltrated into the state. Did the Chief Minister base his claim on his instinct or intuition or on the reports of the state intelligence agencies? Assuming that Khoda's claim is right one wishes to know in which areas do these 250 to 300 militants have carved out their hideouts. If Khoda knows the whereabouts of these militants why his men have not launched operations against them? It seems that the police and the Army are engaged in some blame game. When the police say 30 to 40 militants have infiltrated into Jammu and Kashmir it reflects on the inability of the troops in checking ingress. And when the security agencies talk of 250 to 300 militants being present in the valley they are keeping the Government aware of the possible dangers ahead. If police remain mum on the number of militants present in Kashmir any unsavoury incident of violence could reflect the incompetency of the police to foresee trouble. Hence the safe route is to talk of infiltration and presence of militants so that in case of any violence police could get the credit of knowing about it in advance. However, these generalisations may not impress people. Reason. If the police know about the number of militants present in the valley they must be knowing their hideouts then. If they know where are they why operations are not carried out against them? Let Khoda answer this question before he dares to update his figures on militants' number in Kashmir and on rate of infiltration. |
