CS stresses timely execution of BADP projects | | | EARLY TIMES REPORT SRINAGAR, June 10: Chief Secretary, Madhav Lal Friday impressed upon executing agencies and Deputy Commissioners to strictly pursue the policy of completing development works within stipulated time-frame. Chairing a State level Screening Committee Meeting on BADP here, the Chief Secretary expressed serious concern over spill over works taken up under Border Area Development Programme (BADP) and delay in execution. Madhav Lal stressed on time-bound completion of works while driving home the significance of raising infrastructure under BADP in a State like Jammu and Kashmir. He said no new work should be taken up unless the incomplete projects are completed fully so that the benefits reach to the targeted groups timely. The Chief Secretary called for online reporting about the progress of BADP projects in different districts while stressing on in-house inspection, third party monitoring, social audit and inventorization of works along with photographs of the assets created under the programme. He pulled up Deputy Commissioners for delay in the execution of BADP projects. Earlier, Principal Secretary Planning and Development, B.B.Vyas informed the meeting that Rs 105.81 crore of the total Rs 119.82 crore were incurred under BADP Action Plan during last fiscal. During the current fiscal, Rs 125 crore have been earmarked, Vyas said, adding Rs 77 crore have been earmarked for utilization through district authorities, while Rs 5.69 crore by Army agencies, Rs 12 crore by BRO and Rs 2 crore by Health & Medical Education department. It was given out in the meeting that BADP programme is implemented in 44 border blocks in 11 districts of the State. The meeting also discussed in detail the approach to be followed to avoid cost overruns and cut delays in the execution of the programme. The meeting was attended by Principal Secretary Home, B R Sharma, Commissioner Secretaries of PHE, Health, Finance, PDD and District Development Commissionaires and senior officers from Army, BSF. |
