Self-governance will root fast in Panchayat Raj: Omar | ‘Powerful Panchayats in offing’ | | EARLY TIMES REPORT JAMMU, June 10: Congratulating the people for reposing faith in Panchayat Raj and taking part in elections in large numbers, Chief Minister Omar Abdullah Friday underlined the role of powerful Panchayats in ameliorating the socio-economic structure in the State. The Chief Minister said that decentralization of powers is a revolutionary step in the State to involve public representatives at Panchayat level in decision making and execution of works. Addressing panches and sarpanches of Bishnah and R S Pura constituencies at Pandorian and R S Pura, the Chief Minister said that decision making at the secretariat and provincial levels for the far-off and remote villages is not as effective as taken by panches and sarpanches at Panchayat level. “My Government is committed to make Panchayats as powerful as is possible and revolutionize the development scenario in the State. You can yourself decide about the schemes to be launched in the particular areas and in particular sectors and monitor their implementation”, he told panches and sarpanches adding that self-governance at village level will root fast by the establishment of Panchayat Raj, and people will experience a new change in the field of development. Omar said the historic decision of holding Panchayat elections will follow transferring of 3Fs of functions, functionaries and finances to these democratic institutions so that they deliver effectively at grass roots as per public aspirations. “People have exercised their vote power in a big way to elect you. It is now your responsibility to pay them back by rendering selfless, honest and sincere service so that Panchayat Raj gets strengthened to sustain and live up to the expectations of people”, he said and assured his Government’s full support in the cultivation of an effective and viable Panchayat system in the State. Chief Minister said that State has lost about Rs. 1500 crores of Central grants under for not having Panchayats in place in the State. “Now we expect Rs. 400 to Rs. 500 crores annual Central grants to be utilized by panches and sarpanches at Panchayat level”, he said. Omar also expressed satisfaction over the participation of women candidates and their success as Panchayat members. “This would help women population in the Panchayat Halqa to frankly narrate their problems to the women panches and sarpanches for redressal of grievances. Before his address, the Chief Minister at both places heard the views and suggestions of various panches and sarpanches who spoke on the occasion and highlighted different matters relating to the establishment of viable Panchayat Raj in the State. The Chief Minister also inaugurated 4-day training camps in the two constituencies for panches and sarpanches organized by the Rural Development Department.
