Who has made what and how?
Let JK ministers declare their assets
6/11/2011 12:15:24 AM
Early Times Report
JAMMU, June 10: The Prime Minister has urged his council of ministers to declare their assets as also those of their spouses and dependents along with any business interests, as per the annual exercise. The ministers have been asked to furnish the details by August 31 in accordance with the Code of Conduct for Ministers.
The paragraph 1(a) of the code of conduct also applies to the state ministers. It reads "disclose to the Prime Minister, or the Chief Minister, as the case may be details of the assets and liabilities, and of business interests, of himself and of members of his family.
"The details to be disclosed shall consist of particulars of all immovable property and the total approximate value of (i) shares and debentures, (ii) cash holdings and (iii) jewellery. Such a Statement of assets and liabilities could be in respect of the financial year for which the income tax return has already been filed by the Minister".
The code of conduct casts further duties on the ministers which they have to comply with necessarily. However, the cabinet secretary has to write a letter to the ministers urging them to declare their assets and other details as required by the code of conduct
No such letter, however, has been issued to the state ministers till date. The Chief Minister promised a clean administration the day he assumed office. He has also vowed to weed out the corrupt elements in the administration. The cleansing, people believe, must start from the top.
The Chief Minister has always led by the front. He cannot, therefore, ignore the requirements of the code of conduct. He must declare his assets as soon as possible. He must also ensure that the letter as required by the code of conduct is sent to his ministers.
This, people believe, is the only way of eradicating corruption. The people have a right to know who has made what and how.
