Difference between Jammu Congressmen and their counterparts in Telangana | Reorganisation Of State | | Neha EARLY TIMES REPORT JAMMU, June 11: On June 9 at 5.30 p.m., Congress leaders from Telangana region in Andhra Pradesh, including MPs and MLAs, met Prime Minister Manmohan Singh and urged him to bifurcate the state forthwith in order to set up a Telangana State. They warned the Prime Minister in unequivocal words that they would "resign en-mass" in the event of their demand seeking bifurcation of Andhra Pradesh was not conceded "by the end of this month." During the meeting, they reportedly told the Prime Minister that the "Telangana struggle has reached a decisive stage" and that "they are prepared for any sacrifices to realize the statehood goal." Reports emanating from New Delhi also suggested that the "Telangana MPs and MLAs are also expected to meet central leaders, including Pranab Mukherjee, and urge them to take the initiative to introduce a bill in the coming session of the Parliament for creation of Telangana state." "This will be our last attempt to convince the leadership on the matter. If they fail to respond positively to the demand, we will resort to direct action," the reports from New Delhi, in fact, said. The direct action, according to reports, would mean "en mass resignations by the elected representatives of the region and taking up hunger strikes and other forms of agitation." This is the attitude of the Telangana Congressmen to the region to which they belong. They are one as far as their demand is concerned and they are for sacrificing all they have in case their demand was not accepted. It needs to be underlined that the people of Telangana have been demanding separate state since decades. Their plea all along has been that they have never been given their due in the state's economic processes the result of which has been the region's under-development and all-round degeneration. And, their refrain has all along been that grant of statehood to the Telangana region is the only panacea available for ending their night of discontent and despair. This is one example that indicates the nature of the attitude of the Congressmen to the region to which they belong and the attitude is highly positive -- positive in the sense that the people's representatives there talk of the people's problems and aspirations. This should be the attitude of the elected representatives towards their constituencies. This is also what democracy demands. Compare the attitude of the Jammu Congressmen, including ministers, MPs, MLAs and MLCs with their counterparts in Telangana and you will see the difference yourself and the difference would be glaring. The Jammu Congressmen never speak. They keep their mouth shut. They never make common cause with their constituencies. They have nothing to do with those in Jammu who have been demanding reorganization of the state on the grounds that the existing politico-constitutional and administrative set-up is Kashmir-centric and unitary; that the existing system has rendered them unreal for all practical purposes; and that the reorganization of the state is the only alternative left to exercise all the general political and economic rights. The Jammu Congressmen do not speak even when the people are on the road. Even their very genuine demands, including the demands for the revocation of the April 28, 2011 order under which the March 25 order on the Dogra certificate was revoked and establishment of the promised Central University do not move them. In fact, they willingly become a party to decisions that would jeopardize the interests of Jammu. Take, for example, the April 28 order on the Dogra certificate. The NC-led government could withdraw the March 25 order because the Congressmen gave the NC their unstinted support. Had the Congressmen put their foot down and threatened that they would pull out of the government in case the NC insisted on the revocation of the March 25 order, the NC would not have dared to eve tinker slightly with the said order. Ironically, the Jammu Congressmen also do not speak about what their 2008 election manifesto had solemnly held out. The 2008 Congress election manifesto had promised that the Congress, if voted to power, would amend the state constitution in order to federalize the state's polity and establish regional council in Jammu. This is the difference between Jammu Congressmen and their counterparts in Telangana. Will the Jammu Congressmen imitate their counterparts and fight for the cause of their constituencies? The answer, it seems, is a big NO. They are made up of a different stuff. Their constituency is not Jammu; their constituency is Kashmir; they are always prepared to make any sacrifice for Kashmir; and, remember, they sacrifice Jammu in the name of what they call the "national interest." |
