Beware of misutilisation of central funds | | | In what field Jammu and Kashmir state is ahead of other states in India ? It is miles ahead of other states only in poor utilisation,under utilisation or misutilisation of huge amounts of funds released by the Government of India for centrally sponsored schemes and projects. The scene of under utilisation or misutilisation of central funds by the successive Governments and the state agencies is not something new in Jammu and Kashmir.The only difference is that in the past very limited schemes used to be included in the central sector with the result paltry sums of money would be sanctioned and released for centrally sponsored schemes. Besides this release of funds was not linked with the utilisation of previous funds for which the state had to submit proper utilisation certificates. Once the utilisation certificates were not submitted to the centre no fresh installments of funds are released. The tussle between the centre and the state of Jammu and Kashmir over the tardy utilisation of funds released by the Government of India and delay in the submission of the utilisation certificates has become an annual feature. The state Government is conscious of the yearly phenomenon of underutilisation of funds released for centrally sponsored schemes and this is the reason that the successive state Governments, especially the one headed by the National Conference,have been making strong pleas for allowing the state to carry forward various schemes to the next year.This way the centre has been liberal and usually allows the state to carry forward previous years schemes,both centrally sponsored and the one's in the state plans,to the next financial year.This concession is being sought to ensure that the central financial assistance for various schemes was not stopped. And the issue of delay in the submission of utilisation certificates has cropped up again in the recent days with the centre threatening to suspend release of funds for the ongoing projects and for the new schemes.As a result of delay in the submission of the utilisation reports on the prior allocations the Jammu and Kashmir Government is facing threat of blockade of money under the centrally-sponsored Rural Development schemes. Inspite of repeated reminders most of the districts have not furnished the utilization certificates to the central government inviting ire of the authorities there who have threatened to stop the release of approved instalments for implementation of various schemes which include Indira Awas Yojna (IAY), Swarnjayanti Gram Swarozgar Yojna (SGSY), Integrated Wasteland Development Project (IWDP), Border Area Development Programme (BADP) and above all NREGA- the flagship employment generation scheme.While the Centre has issued a fresh warning to the government, the state Rural Development Ministry has asked all the districts to submit the details in one week and recommended strict administrative action against the District Development Commissioners (DDC) who are repeatedly delaying completion of the utilisation certificates.The reason for the delay in submission of the utilisation certificates is the inability of the state agencies to finish the projects on time.Now that the state Government has issud a warning to the District Development commissioners urging them to submit the utilisation certificates this exercise may result in misutilisation of funds on the centrally sponsored schemes.Here the centre needs to send a team of experts to monitor the ground realities so that funds meant for development did not flow into the pockets of a few Government functionaries.
