Check land grabbing menace

While the ruling coalition has been engaged in resolving the coalition's teething problems, the opposition
parties busy in sorting out dissensions and people tormented between hope and dismay the land grabbers have never enjoyed as much freedom for encroaching Government and private land as they have been allowed to enjoy during the last five years, more during the last over two years. Land grabbing in
Jammu and Kashmir state has not been a recent phenomenon. It is as old as human civilisaion.The only
difference is that in the past it used to be a rare phenomenon where as it has assumed serious dimensions during the last two decades. Land grabbing and encroachment of houses and orchards assumed serious dimensions soon after the rise of militancy in Jammu and Kashmir.First of all the
land grabbers grabbed the agricultural fields and orchards owned by the Kashmiri Hindus.Alongwith this was illegal occupation of their houses.It was because of mediation and intervention by either the official agencies or by the saner element in the majority community that majority of the displaced people were able to sell their immovable assets for a song.
And those who held guns in their hands were the first to move openly for indulging in land grabbing.They
had taken weapons in their hands for Jehad but they waged a bloodless war while grabbing Govt. and private land.They occupied,unauthorisedly,houses that had been locked by the displaced people at the time of migration from the valley to the plains.Now the disease has spread to various areas in
the two capital cities of the state,Jammu and Srinagar ,and other major towns,including some tourist resorts.The incidents of land grabbing in the outskirts of the cities of Jammu and Srinagar has been very high.Vast tracts of private and even forest land has been grabbed by the land mafia who
are said to have links with senior Government functionaries, especially those in the Revenue Depar
tment.Even official reports reveal that land grabbers have succeeded in their mission of occupying Forest and private land by tampering with the land records for which they receive help from junior officials of the
Revenue Department.
In a bid to check such malpractices the the State Government is keen to get the entire Revenue and
land record digitised.Senior Revenue officials said that once the land records were digitised there was no scope for the junior officials for tampering with the records. While the Government is busy in getting the revenue records digitised land grabbers have started concentrating their energy on occupying illegally Government and private land in tourist resorts and those scenic spot which are likely to be developed as tourist circuits in the state. Informed sources say that large chunks of land in tourist resorts of
Pahalgam,Gulmarg,Kokernag,Achabal,Yusmarg,Patnitop,Sonamarg,Mansar,Mantalai,Sudh
Mahadev and other places of Anantnag,Sopore,Baramullah,Budgam,Pulwama,Doda,Kishtwar,
Bhaderwah, have been grabbed. In some tourist resorts vested interests have constructed structures for opening small shops and in a recent raid the Government authorities dismantled a number of such structures in Yusmarg tourist resort. Experts say that the Government should constitute committees, comprising senior police and Revenue Department officials, for carrying out a survey on land gabbing so that on the basis of those reports action could be initiated against the grabbers. Major worry for the Government is increase in grabbing of forest lands in the state.
