Congress for Kashmiris' Azadi, what about Jammu? | Blaming K Separatists | | Rustam EARLY TIMES REPORT JAMMU, June 13: Concerned people blame Kashmiri separatists and votaries of autonomy and self-rule for all the troubles in the Valley. They say that since the Kashmiri leaders believe in the two-nation theory or in an ideology that culminated in the communal partition of India in August 1947 and the establishment of Islamic Republic of Pakistan, they are leaders demanding separation from India. They equate the votaries of independence and Pakistan with the protagonists of autonomy and self-rule saying there is no fundamental difference between their attitudes towards India. To be precise, they opine that the grant of autonomy of the type the Kashmiri leaders are demanding and self-rule would be a very small step short of independence. They do make a point. The NC's autonomy concept and the PDP's self-rule doctrine mean one and the same thing: semi-independence. The bottom-line is secession and motivation patently communal. It is disturbing to note that there are people who believe that the Congress party is opposed to the idea of the Kashmiri Muslims becoming independent or semi-independent. Their view is highly flawed. The Congress, like the NC and the PDP, does stand for semi-independence. Its only condition is that this "Azadi has to be within the Indian Constitution." How could it happen? Yes, it can happen only when we are prepared to create a republic within the republic. But it is not possible. "Azadi" proposal within the "Indian Constitution" might be acceptable to the Kashmiri leaders, but it is utterly acceptable as far Jammu and Ladakh are concerned. They are for their complete integration into India as well as for separation from Kashmir because they believe, and rightly, that they and the Kashmiri leadership draw inspiration from two different philosophies. This is the stark reality and just can't be overlooked while working out a solution to the so-called Kashmir problem. To ignore this reality would be to further complicate the already rather complex situation in the state. No one can tinker with the Indian sovereignty in Kashmir, not even Prime Minister Manmohan Singh, who is presiding over the most corrupt and most insensitive and oppressive government. Anyway, the main point under scrutiny is that the Congress also stands for the "Azadi" of Kashmiris. Only on June 11, senior Congress leader, former union minister, MP and a great friend of Pakistan and Left extremists Manishanker Aiyer spoke in favour of the Kashmiris "azadi" and that, too, in Kashmir. Talking to reporters, he said: "Kashmiris can be given freedom within the four corners of Indian constitution… An 'uninterruptible and uninterrupted' dialogue should be started with Pakistan as soon as possible in order to address all pending issues…'The UN resolutions were rendered irrelevant because Pakistan didn't fulfill its first condition and that was withdrawal of army from all parts across the divide. I now suggest, we move forward as Azadi for Kashmir is not important as Azadi for Kashmiris is and the same can be achieved once the people of Kashmir are empowered'…I stand by the statement made by late Prime Minister P.V Narsima Rao (in Burkina Faso) in which he said 'sky is the limit' for autonomy to Kashmir." What Aiyer said in Kashmir was unambiguous. It should establish that he only aired the views of the Congress party to which he belongs. Hence, our problem is not the Kashmiri leadership. Our basic problem lies elsewhere and it is Delhi. It is Delhi which is sustaining the separatist movement in Kashmir where the people want peace. |
