Jammu, June-14 :- The CBI has registered an FIR against Deputy Manager NHPC and others for cheating. A case u/s120-B/420/420-A RPC and section 5(2) r/w 5(1) (d) of J&K PC Act 2006 registered

According to the FIR On a reliable information Central Bureau of
Investigation/ Anticorruption Bureau that Ranjeet Thakur Deputy
Manager (E) NHPC QA&I Faridabad in conspiracy with the Directors of
M/S Diamond Cables Limited Baroda Gujarat & Unknown others abused official positions and cheating by facilitating acceptance of sub-standard material in a Govt contract.
According to the FIR that information disclosed a contract for ruler electrification under RGGVY for provision of electric supply to below poverty line consumers in District Udhampur was awarded to M/S Larson and Toubro Limited New Delhi by NHPC on June 1, 2007 for supply of material to the tune of Rs 29.06 Crores and for execution of work Rs 9 crores. M/S Diamond Cables Limited Baroda were the approved sub-contractors for AAAC (All Alloy Aluminum Conductors) @ Rs 20618 per KM, they supplied sub-standard AAAC at a total cost of Rs 2, 99, 78, 572 to NHPC through M/S Larson and Toubro Limited New Delhi. In criminal conspiracy with Ranjeet Thakur Deputy Manager (E) NHPC thereby causing undue wrongful loss to Govt exchequer with corresponding wrongful gain in favour of the contractor, in
furtherance of the said criminal conspiracy Ranjeet Thakur Deputy Manager falsely certified the Weasel conductors to be acceptable under his joint inspection report.

It is further alleged in the FIR as per contract agreement minimum breaking load of individual AAAC weasel conductor wire should have been 1.44 KN. Ranjeet Thakur Deputy Manager had conducted pre-dispatched inspection of the material of M/S Diamond Cable Limited on September 7, 2007 and September 8, 2007 at factory premises and had prepared joint inspection report in which he had fraudulently shown the breaking load to be more than 1.44 KN and recommended that the material was acceptable. Accordingly conductors were supplied by M/S Diamond Cable Limited to NHPC Udhampur and payment of Rs 2, 99, 78, 572 was made to them on November 30, 2007 by NHPC through Larson and Toubro.

It is further alleged that the samples of AAAC weasel conductors were collected by the Vigilance Wing of the NHPC on October29, 2009 and got tested from the industrial research New-Delhi as per
test report dated March 18, 2010 of the institute, the aluminum breaking load was found ranging between 1.23 to 1.26 for the samples which was much below specification and sub-standard. None of thesamples could withstand minimum breaking load stipulated in the contract agreement. Thus the specifications of the contract were compromised as a result of the criminal conspiracy. against Ranjeet Thakur Deputy Manager NHPC and Directors of M/S Diamond Cables Limited Baroda Gujarat & Unknown others persons.
