Gross irregularity committed on Kahara Jai road : Bhagat
6/14/2011 10:04:59 PM
EARLY TIMES REPORT
Jammu, June 14:-
State president Dalit Sena J&K State, Anil Kumar Bhagat urges Chief Minister Omar Abdullah also MOS for R&B, Javed Ahamad Dar to personally look into the grievances of the people of Kahara- Jai belt in tehsil Thathri, of district Doda. They are discontented regarding the alignment and execution of work on Kahara- Jai road. He said one gross irregularity has already been committed and another is in the offing. According to the original survey of 1987 which was later upheld by Era in the beginning (as it was perfectly according to norms). They had considered only the norms, avoiding damage to the forests and including Dalit villages and with out favouring any vested interest, the road was to pass through Budhi, Joura Kalan, lower Shamdlian, lower Ghoroo and its length was six Kilometers from been made from Kahara to Halaran is 12 kilometers now. He said constituency Inderwal of the Ex. R&B Minister is up to Halaran only, and has increased the length of the road by 6 kilometers to connect every village of his constituency at the cost of development in the next stretch from Halaran to Joura which falls in Bhadarwah constituency.
The other irregularity which is in the offing is that no work is being executed from Halaran to Joura for which funds stand already sanctioned by the ex- chief minister Ghulam Nabi Azad. The cause behind this delay is that some influential persons with vested interest were pressuring the Ex.R&B Minister to deviate from the original survey to make the road to touch their houses by making use of connectivity of school as an excuse and the new alignment as suggested by them will throw the norms to winds. First it will cover a large area of cultivatable land belonging to poor land owners and also destroy comparatively much greater portion of the green forests. Secondly, village on the other side of Jai Nalla including one big village Suranga of Dalit population and other big village Kunthal of Gujjars will get totally ignored.
Bhagat appeals the chief minister and R&B minister to order the concerned to stick to the original alignment of 1987 conducted by PWD division Bhadarwah and survey made by ERA in the beginning. This survey and alignment is equidistance from all habitations and will cause least damaged to forest. And ST/ SC village Kunthal and Suranga can also get benefit of this road. However if a link road from Halaran to higher secondary school Jamala is given, it will be a better option because that way it can further connect sichal and Goilla a schedulled caste villages and link from Joura Kalan to Joura Kalan to Joura Khurd is given it will further connect Chirralla via Jantron Dhar.
