EARLY TIMES REPORT
JAMMU, June 14: Jammu State Morcha (JSM) has once again reiterated its demand for the trifurcation of the state and said the three-way split of J&K alone could end discrimination with Jammu, satisfy the people of other regions and forge a lasting peace in the state. The JSM expressed these views only the other day. In fact, the JSM made these views public after a meeting that was, among others, attended by JSM, Duggar Pradesh Party (DPP), Jammu Revolutionary Party (JRP), Rashtravadi Party (RP) and Hindustan Shiv Sena (HSS). It was a significant development in the sense that the smaller political groups are coming together to fight for the cause of the discriminated against Dogras of Jammu province. Another significant aspect was the participation in the meeting of a number of academics, technocrats and a commentator, all emphasizing the need for the state's trifurcation.
Just a few days ago, the Jammu and Kashmir National Panthers Party (JKNPP) had organized a big meeting to discuss the prevailing situation in Jammu province and discussed ways and means aimed at obtaining for the Dogras a dispensation that would end discrimination with them. The meeting went on for hours together. A number of people belonging to different walks of life had participated in the meeting. Besides, a number of sophisticated and well-known writers and artists had also taken part in the meeting. The consensus was on the reorganization of the state. So much so that the JSM held a press conference thereafter to extend its unstinted support to the decision reached during the meeting. It was an extraordinary gesture on the part of the JSM. This gesture did suggest that the Jammu-based political groupings have recognized their limitations and thought of working in tandem.
The demand put forth by the JKNPP (reorganization of the state and separate chief minister and separate assembly for Jammu) and the demand put forth by the JSM and similar other outfits (trifurcation of the state) need to be considered by the policy-planners in New Delhi. For, in their acceptance lies a lasting solution to the unrest in the state. Reorganization and trifurcation mean the same thing: Solution that makes the Dogras of Jammu, Kashmiris and the people of Ladakh masters in their own houses.
It would be imprudent and unwise to dismiss these demands, as the insistence of the authorities to keep the state intact or maintain the three disparate regions as one political unit would, instead of restoring peace in the state, create more animosity and bitterness between the regions. It is this insistence that has been the fundamental reason behind the failure of the authorities to break the impasse in the state with different people inhabiting different regions treading diametrically opposite paths and, hence, the statesmanship demands segregation of Jammu and Ladakh from Kashmir.
In fact, trifurcation of the state into Jammu, Kashmir and Ladakh states has become a historical necessity. The trifurcation would just not mean end of discriminatory policies. It would mean a very strong Jammu - strong to the extent that it would be able to defeat the anti-India forces in the Kashmir Valley. In other words, strong Jammu would mean the rise of a situation that would protect and advance further the national interests in the state. And, remember the issue is not just discrimination with Jammu; the issue is bigger: Trifurcation is in the larger national interest.
Now that the Jammu-based political groupings have reached a consensus, it is time for them to work with a single-minded devotion to achieve their stated goal. Holding press conferences or occasional statements would not help their cause. It needs a sustained struggle for which time is quite ripe. Struggle should not be against any region or against any community. Struggle should be for the larger national interest and trifurcation of the state does serve that interest.
