| CM appreciated for development initiatives, Panchayat polls | | J&K gets highest annual plan of Rs 6600 cr | | Agencie NEW DELHI, JUNE 15- Planning Commission today approved highest ever State Annual Plan of Rs 6600 crores for Jammu and Kashmir for the current fiscal in addition to an allocation of Rs 1200 crores under Prime Minister’s Reconstruction Programme (PMRP) after detailed deliberations between Chief Minister, Omar Abdullah and Deputy Chairman, Planning Commission, Montek Singh Ahuluwalia here. The plan comprises Rs. 1167.75 crores as revenue component and Rs. 5432.25 crores as capital component. A whopping amount of Rs. 900 crores has been earmarked to access the central share of Rs. 3400 crores also. The Chief Minister while thanking the Planning Commission for its continued support to development process in J&K stressed on timely release of funds ensuring time-bound implementation of schemes. The Chief Minister raised a number of pressing concerns particularly release of funds for meeting the rehabilitation cost of the Dal dwellers amounting to Rs 356 crore and also requested for financing the Management Action Plan for the Wular lake. He also stressed on de-linking the release of withheld funds under JNNURM to achieve the specific benchmarks relating to urban reforms; as the State Government has already worked out a comprehensive roadmap for urban reforms and initiated a number of measures for its implementation. Explaining that revitalization of the credit institutions was central to the development process, the Chief Minister sought financial assistance of Rs.150 crore for rejuvenation of J&K State Financial Corporation in terms of recommendations of the Task Force and Committee headed by Dr. Rangarajan. He also requested release of Rs 100 crores Corpus Fund for Micro, Medium and Small Enterprises. Omar Abdullah highlighted, among other things, expenditure under Annual Plan 2010-11 was Rs.5572 crore against the outlay of Rs.6600 crore i.e. 93% of the allocation despite turmoil during last summer. He said an expenditure of Rs.572 crore has been made under the Prime Minister’s Reconstruction Plan (PMRP), adding that a record high expenditure of Rs. 2400 crore was made under centrally sponsored schemes and Flagship programmes. The Chief Minister also emphasized on continued monitoring of developmental projects to ensure proper utilization of funds. The monitoring report prepared by the NABCONS was presented to the Planning Commission, which was highly appreciated by the Deputy Chairman.
