Selection of Class IV employees in Animal Husbandry Dept | DB upholds the judgment of Writ Court | | EARLY TIMES REPORT Jammu, June-17 (JNF):- The High Court today upheld the decision of the writ court in a petition concerning appointment of class 4th employees in Animal Husbandary Department, the High Court directed the authorities to appoint the petitioners against the available vacancies within a period of three months. A division bench of Jammu & Kashmir High Court comprising Justice Hakim Imtiyaz Hussain and Justice Sunil Hali after hearing Deputy AG RS Jamwal appeared for the Director Animal Husbandry in LPA whereas Adv FA Natnoo appeared for the private respondents, observed that after perused the record the facts noticed by the writ court clearly indicate that the whole selection process was vitiated on account of irregularities. While analyzing the facts, the writ Court has held that the appointments of private respondents 4&5 were at the instance of minister concerned and dehors the rules. On the question of manner and method in which interview was conducted it has been observed that 1781 candidates were interviewed within two days meaning there by each candidate was given less than half a minute for interview. The judgment written by Justice Sunil Hali for the Division Bench further observed that it has been brought to the notice of Division Bench that respondent No 4 stands appointed in some other dept and is not interested, whereas parentage and address of respondent No 2 could not match with the address given by him in the application form. If that be the case, DB directed Director Animal Husbandry to appoint respondents 1, 3 &5. Their eligibility in terms of qualification and age will be determined from the date direction had gone to appellant authorities. JNF JNF/JUNE/17/2011/2
