Panchayats to be grass root planning centres: CM | | | EARLY TIMES REPORT JAMMU, JUNE 17 : Describing Panchayats the basic units of development, Chief Minister, Omar Abdullah Friday re-affirmed his Government’s commitment to make these grass root institutions powerful enough to deliver effectively and democratically. Addressing panches and sarpanches at Vijaypur and Samba Assembly Constituencies in Jammu division this afternoon, the Chief Minister said that his constant interactions with the elected public representatives at Assembly Constituency level is to get first hand appraisal of the views of panches and sarpanches regarding establishment of powerful Panchayat system in the State. Omar Abdullah said the decision of holding Panchayat elections in the State after 33 years was a historic one. “It has paved the way to empower public representatives and make development holistic and equitable”, he said adding that Panchayats have not only to be involved in the rural development works but in monitoring the functioning of health, education, CAPD, PHE and other public service delivery departments. “Your responsibility is holistic in nature”, he told panches and sarpanches asking them to function as an important tool to fight corruption and reduce the chances of malpractices in the development process. He asked them to be sincere and God fearing. “People have reposed faith in your ability and sincerity. Now is the time for you to deliver on ground and prove to be their real friends”, he added. The Chief Minister said that a Committee headed by Chief Secretary is finalizing the report regarding transfer of powers to the Panchayats. “We want powerful Panchayats to deliver as per public aspirations and in accordance with the specific requirements in specific areas”, he said adding that handsome funds are expected from the Central Government to be transected by the Panchayats for the development and upgradation of basic amenities in their areas. The Chief Minister earlier heard the views of various panches and sarpanches who besides sharing their views on Panchayat Raj complemented the Omar led Government for holding free and fair Panchayat elections successfully in the State. Minister for Industries and Commerce, S. S. Salathia, Minister of State for Rural Development, Ajaz Ahmad Khan, Political Advisor to the Chief Minister, Devender Singh Rana also spoke on the occasion. The Chief Minister inaugurated 4-day training course for panches and sarpanches in both constituencies. The programme has been organized by the Rural Development Department. Earlier, the Chief Minister reviewing the development of Jammu division at a divisional level meeting asked the officers to ensure timeline completion of schemes so that benefits of the schemes accrue to people within the targeted timeframe. He also emphasized on judicious transactions of funds.
