Ambiguity mars class 4th recruitments in J&K | | | Early Times Report Jammu, June 18: Serious anomalies have come to light as the recruitment process for class 4th appointments across the State is currently in progress. These appointments are made at the district levels through short listing and interviews by selection committees constituted by various government departments. The qualifications for class 4th recruitments across Jammu and Kashmir State in different government departments were fixed by General Administration Department (GAD) through its SRO number 99 of 2008 dated 7th April 2008. The SRO fixes minimum qualification for the class 4th posts as matric (10th class) and the maximum as 10 plus 2. There are no clear cut criteria fixed by the GAD with regard to these appointments. The SRO is silent about the fact whether a candidate with higher educational qualifications would be debarred from class 4th appointments or would be given no weightage for higher educational qualifications. The shortlists presently being issued by different government departments are vague and arbitrary. This has given rise to serious apprehensions among thousands of aspirants across the State that the ambiguity is being continued deliberately so that blue-eyed favourites of ministers and politicians in power would only get appointed as class fourth employees in various government departments. Transparency demands that a fixed number of candidates should have been called or shortlisted for a particular class 4thvacancy based on weightage given to minimum eligibility, that is, class 10th examination merit and the maximum qualification which is 10 plus 2 as prescribed vide the SRO. Alternately, if the government intended total transparency, a screening test could be held to eliminate those not fit for these appointments. In order to eliminate the possibility of political influence and favouritism, the government could restrict the marks allotted to the candidates during the interviews for such appointments to a bare minimum so that other parameters like percentages in qualifying exams would ultimately determine the selection process. Restricting the interview marks to a bare minimum is also the practice followed by the State Subordinate Services Recruitment Board (SSRB) for various appointments at the state level. Instances have come to light where as high as 40% marks are being allotted to candidates for the class 4th appointments in some districts during the interviews. Shockingly, no weightage has been given in such cases to the merit obtained by a candidate in his 10 plus 2 examination which GAD has fixed as the upper educational limit for class 4th appointments in the State. It is also ironical that most departments which are presently processing class 4th appointments in one district have fixed selection criteria contrary to each other. "Some departments are giving weightage to 10 plus 2 examination in one district while those in the other district are no giving any weightage to marks obtained by a candidate in this examination", said a candidate who has been shortlisted in one of the districts for class 4th appointment. What surprises the most is the fact that some departments at the district levels are even contemplating to hold physical tests for class 4th candidates! It must be mentioned that recruitments to class 4th posts in various departments have been the biggest racket in the State in the past as hundreds of favourites of ministers and politicians would be appointed on whims without any advertisements or a proper recruitment process. Now that these appointments are being made through district level selection committees the process of selection would be manipulated in favour of the favourites of ministers and politicians through ambiguous and confusing criteria being followed in different districts. |
