Govt needs to rectify wrong by taking note of CAG reports | | | Early Times Report Jammu, June 18: The state Government in general and Chief Minister,Omar Abdullah, in particular are so much elated over the finalisation of the annual plan of the size of Rs.6600 crores that efforts were being made to convene the District Development Board meetings as early as possible for finalising the district plans,which are usually finalised by the "babus" in the civil secretariat. But hitherto the successive state Governments have not learnt a lesson or two from the reports of the Comptroller and Auditor General of India (CAG).The CAG reports,during the last 30 years,have been usually a reflection of untidy execution of development projects.These reports have cited instances of misuse and underutilisation of funds earmarked by the centre for various development projects. On the basis of several CAG reports one finds that as a result of diversion of funds from one sector to the other,underutilisation and even misutilisation of funds implementation of various projects related to road const ruction,improvement in water and electricity supply and gener ation,health care besides various schemes under PMGSY,Indira Awas Yojna etc have invariably taken more time than the stipulated schedule.It has become imperative for the state Government to take serious cognisance of the CAG reports and rectify the wrong. In various cases the centre has been blocking remaining instalments of funds for various projects because of the non-receipt of the utilisation certificates.Official sources confirmed that when funds meant for one project were diverted to other projects the usual delay in the submission of utilisation certificates or reports is but natural The sources said that another unhealthy activity has been in the shape of purchase of equipment and machinery for different hospitals,including the two medical colleges,without proper planning which has invariably resulted in waste of the equipment in the absence of infrastructural support. One instance:During the last several years a number of schemes related to the augmentation of drinking water could not be completed on time either because funds were released after a considerable delay or as a result of bad planning.In support of this contention experts have referred to 298 water supply schemes out of 420 which had been taken up for implementation without administrative approval and technical sanction.The result was mere waste of money and time. Hirtherto only five to seven water testing laboratories have been installed in 22 districts of the state with the result in many rural areas untreated drinking water was supplied to the people. In the light of these developments the state Government should not simply feel excited over the big jump in plan and non-plan allocations from the centre,it should first of all revamp the style of its functioning so that those who resorted to misutilisation of funds or were responsible for underutilisation of funds need to be penalised.The Government should lay stress on completing development projects within the stipulated time-frame otherwise getting the district plans approved at the district development board meetings was simply an eyewash. |
