Departments flouted govt austerity order for nine years!
State government declares amnesty for erring officials

Jammu, June 18: Jammu and Kashmir government has not only decided to grand complete amnesty to its erring officials who continued to flout explicit financial instructions, but has also given them choice chances to follow the government's instructions now onwards.
On 27th December 2002 the state finance department issued an order number 220-F of 2002 circulating clear instructions with regard to the austerity measures to be followed by various government departments.
The order specified that, "The existing restrictions notified earlier for economizing expenditure shall continue. All departments shall make efforts to curtail revenue expenditure especially non plan expenditure to meet the requirements of reducing revenue deficit.
The order further said, "The embargo on placement of purchase orders after 31st December shall continue. However, under compelling circumstances prior concurrence of the Finance Department shall be obtained to place orders after the cut off dates."
It was also made clear through the same order that, "Procurement year for purchases is presently concurrent with the financial year. In order to avoid rush of expenditure in the months of February and March and have better planning for procurement, procurement cycle shall now be reckoned from 1st July to 30th June every year. All Departments will, therefore, plan their activities accordingly within the budget allocations".
The order was explicit, unambiguous and without any scope for twin interpretation. But, ironically the government through a paid advertisement in local newspapers Saturday not only accepted that its own orders have been flouted by various departments, but has also requested its departments to follow the order in the future at least.
The advertisement issued by the finance department from civil secretariat Srinagar says, "It has, however, been found that with the passage of time the Departments have lost track of these instructions. Finance Department, therefore, reiterates these instructions for continued observance by all the Departments and field functionaries in letter and spirit".
The publication of the Finance Department advertisement clearly means those who have continuously erred in following the instructions of order number 220-F of 2002 dated 27-12-2002 should now follow it and forget the violations they committed for the last nine years!
Yet another example of government orders being trashed by its own departments in Jammu and Kashmir and the government granting amnesty to erring officials.
