Pak's Kashmir obsession yet to end | | | If not anything else it is sheer obsession.It is purely a case of fixation when one finds Islamabad making consistent pleas for keeping any Indo-Pak dialogue Kashmir centric.One gets an impression that the establishment in Islamabad has nothing else to discuss and debate with India except the issue of Kashmir.Whatever may be the status of the talks Islamabad cannot but raise the Kashmir issue whether the parleys are between the home secretaries,or foreign secretarbies or they are between the two foreign ministers or home ministers.There have been occasions when during talks on resolving the Siachen mountain glacier conflict or that of the Sir Creek the Pakistani side deviates from the fixed agenda and keeps on harping on the Kashmir issue.At times the very hopes of the Indian side get dashed to the ground when Islamabad starts suggesting that the upcoming talks be Kashmir centric. And even before the dates for the ensuing foreign secretary level talks between India and Pakistan were fixed Islamabad began pleading for making these talks Kashmir centric. Kashmir should be the core issue of secretary-level talks between India and Pakistan, the Pakistani Foreign Office has said. Though India is yet to respond to the proposal, indications are that New Delhi may not have any objections to Islamabad's plea for making the upcoming talks Kashmir centric.Mark the desperation on the part of Islamabad when its Foreign Office statement said that "Jammu and Kashmir is the core issue and it was imperative to address this issue effectively and in a purposeful manner in the forthcoming dialogue with India," Foreign Secretary Salman Bashir and his Indian counterpart Nirupama Rao "are to discuss" Jammu and Kashmir, peace and security and friendly exchanges between the two countries at the meeting.As such besides Kashmir two important issues that of peace and security were to be discussed. The Kashmir issue is as old as 63 year but the issues pertaining to security and peace are relatively young which need to be discussed by the two sides. During the last over two decades Pakistan as been an epicentre for violence and terrorism.Teh Proxy war sponsored by Pakistan in India,including the state of Jammu and Kashmir,has destabilised peace in the Indian subcontinent.Several thousand people,including security personnel,have been killed in the miltancy related violence and activities in Jammu and Kashmir during the last 21 years.During this period Jammu and Kashmir has witnessed death,destruction and deprivation.In the light of this development Islmabad needs to cooperate with New Delhi in promoting peace and political stability.The two need to work out a plan for promoting security of the nations and its people.If Pakistan wants Kashmir to be the main issue for discussion during Rao-Bashir talks it should first of all create a conducive atmosphere for it.Neither Islamabad can force New Delhi to hammer out an instant solution to the Kashmir issue nor New Delhi can compel Islamabad either to forget about Kashmir or accept the status quo.But for setting the stage for working out a durable settlement of the Kashmir issue Islamabad needs to prevent the soil of Pakistan from being used for exporting terror to India.It needs to dismantle the terror infrastructure that exists in Pakistan and occupied Kashmir.It has been seen that despite its commitment Islamabad has not taken any step for punishing the perpetrators of the Mumbai carnage nor has it initiated measures for dismantling the terror infrastructure.Hence it cannot hope to have its agenda fixed for the upcoming talks.It has to move a step ahead of India for removing trust deficit that exists between the two sides.
