| Tardy progress in setting up new power projects | | | EARLY TIMES REPORT Jammu, June 19: Over two years ago the state Government had prepared a blueprint for setting up 310 hydro-electric projects in the state to meet its power needs over the next 20 years, but so far no progress had been achieved in this sector. Official sources said that the initiative is part of a plan to overcome the power crisis in the state, which is estimated to have a potential to generate 20,000 MW of electricity annually. They said that as a result of resource crunch and restrictions imposed on optimum utilization of water for power generation because of the Indus Water Treaty of 1960 water resources could not be used for generation of electricity. Sources said that the state government has identified about 310 hydro-electric projects, out of which 64 will be taken up in the first phase. Power projects of above 200 MW capacity are being allotted to NHPC whereas mini-hydel power projects will be executed through institutional power promoters (IPP) and local companies, senior Govrnment sources said. In addition to the state Government's inability to start work on new projects the state authorities have not been able to implement guidelines from the centre which has asked the PDD to reduce distribution and transmission losses. The Government is worried over the transmission and distribution losses which have not gone down from 47 per cent. However, state Government functionaries said that as a result of resource crunch plan for carrying out major reform in the power sector is on hold. They said that during the last three years the state Government has been pleading for a sizeable financial aid from the centre for carrying out reforms in the power sector which would include reducing the transmission and distribution losses.
