| J&K Constitution Part IV Directive Principles of State Policy Section 24 lays down ::: “ The State shall make every effort to safeguard and promote the health of the people by advancing public hygiene and by prevention of disease through sanitation, pest and vermin control, propaganda and other measures, and by ensuring widespread, efficient and free medical services throughout the State and, with particular emphasis, in its remote and backward regions”. :::Government is spending hundreds of crores of rupees on salaries and infrastructure in the J&K Health sector but majority of the people do not trust the government hospitals ( even many Government doctors do not themselves trust the clinical tests already performed in government hospitals when they sit in their private clinics. Like education majority of the population of J&K ( India also ) depends on government hospitals. Even a labourer , if possible, prefers to wait two hours in a private clinic of doctor instead of waiting for one hour in a government OPD. In case one who hardly earns Rs.100 to Rs.200 per day can trust a government hospital he would never go to a private clinic cutting on the costs on even his minimum food needs. Even those who secure the vote of the common man in the name of Sheikh Abdullah & Naya Kashmir do not appear that committed to the desires and ambition so of Sher e Kashmir. Lectures in the name of common man would not do for long, one day the common man will hiself rise and then it shall be difficult for Omar Sahib to carry the people simple in the name of his grand father. To quoted in November 2010 Omar Sahib had said that J&K Government will get opened 4 Jan Aushadi ( Drug ) Stores where some medicines ( that the manufacturers are today selling by their brand name at their own choice rates in association with the retailers and prescription writing doctors) ,without any comprise on quality & without any subsidy from government , would be available on genuine & affordable prices (some medicines sold by brand name @ Rs.50 could be easily available @ Rs. 8 se Rs.12 by Generic name / chemical name through JADS). But six months have since passed ( June 2011 ) and not even single JADS has been got opened near Government Medical College hospitals in Jammu or Srinagar ( what to talk of Government hospitals in Bishnah / Akhnoor / Samba /Anantnag / Kupwara /Pulwama) ( yes in Srinagar Red Cross has started a JADS at Residency Road on 9 May 2011 that was not in the original 4 stores announced in November 2010. Under the circumstances and indicators that emerge from how the Jan Aushadi Programme has been treated so far , it can be inferred that the manufacturers of drugs, those who manufacture by brand name , the retailers of drugs and some doctors who write prescriptions do not want that JADS are opened. And above all big questions could be raised on the seriousness since neither the Omar Abdullah Government’s Health Minister nor the Medical education Minister has been able to get orders issued for writing prescription by generic names ( as far as possible ) by Government Doctors tri JADS so check the doctors from unduly benefitting a seller of medicine under the guise of brand name at the cost of the suffering sick.. By not doing so hundreds of crores of rupees are unduly draining out from the pockets of the common man. Government officers and MLA /MP / Minister / do get reimbursements ( directly / indirectly) of medical expenses but the common man is getting crushed monetarily to neglect of such programmes. Public sector companies like ( that are presently under pressure due unfair practices prevalent in the drug trade) Indian drugs & Pharmaceuticals, Hindustan Antibiotics, Rajasthan drugs & Pharmaceuticals and Bengal Chemicals & Pharmaceuticals could well be made the source suppliers to Jan Aushadi Stores. Statements would not yield, Omar Sahib kush kar ke bhi dekhana hoga . Similarly National Rural Health Mission ( NRHM) , Reproductive and Child Heath ( RCH), Pre natal Diagnostic Techniques Prohibition Act 1994 ( PNDT ) , like programmes are also consuming billions of rupees in India and these are allegedly amongst the most corrupted sectors. Manner in which the fall in sex ration has been indicated through the indicators available from the 2011 Census data for J&K (In 2001 for every 1000 male therer were 892 female subjects in J&K but in 2011 the number of females has fallen from 892 to 883 ) one could easily infer that in J&K crores of rupees spent by J&K government on such programmes are only draining in advertisements, seminars, workshops , symposiums and purchases. Certainly J&K CM has expressed great worry over the falling number of girls but it has to be yet tested how far he is committed to such like causes. Let us have a look at the professional education. Government often advises the youth to go for self employment / competitive recruitments. Well knowing that a large majority of people of J&K can afford higher education/ professional education only through Government / Public institutions ( that surely have superior / higher qualified academic faculty ) the seats in the professional colleges are not increased that easily where as to private colleges more/ higher number of seats is allowed without much difficulty ( Engg Colleges, Polytechnics, Medical Colleges, dental Colleges both Graduate and PG levels..J&K BOPEE prospectus for 2011 could be pursued for purpose ). Even MCI, DCI, AICTE could be questioned in this regard. In case seats are to be increased for Government Medical / Dental College MCI / DCI appears acting extra sincere. It could be alleged that in a way private colleges are supported at the cost of common people of J&K. Drafts Proposals were made to increase the seats in Jammu and Srinagar Government Medical colleges from 100 to 150 each, but nearly two years have also passed and the increase in number of seats is no where visible for 2011 -12 MBBS batches.
