Hospital Ambulance seized along with stolen material | FIR against land grabbers & revenue employees for fraudulent land transfer deal | | Asif Iqbal Naik EARLY TIMES REPORT Kishtwar, June 20: According to the recent report of Central Financial Commission, Kishtwar District considered as one of the most accidental prone and underdeveloped District in the state of Jammu and Kashmir particularly in the field of Health Sector. Kishtwar District not only lacks the facility of modern health infrastructure, but there is also acute shortage of doctors, Paramedical staff, Infrastructure and modern Ambulances facilities, Even though Ambulance facility is available, these Ambulances lacks proper care due to shortage of funds and the patient has to bear the expenses charges of Ambulance service out of his own pocket. But it was shocking for the common people of Kishtwar, when they (People) wake up in the morning with the news regarding seizer of an Ambulance of District Hospital Kishtwar in a late night scoop by Kishtwar police and subsequently recovered the stolen material of Kerosene Oil storage outlet of Indian Oil Corporation the Ambulance of District Hospital Kishtwar followed by the arrested 4 persons including driver of the hospital Ambulance. According to the police report, on 25-05-2011, one Om Prakash Son of Chandu Lal Resident of Doda complaint at Police Station Kishtwar regarding the damage at his Oil Storage Center situated at Giri Nager Kishtwar and theft of machinery thereafter. Om Prakash in his complaint said that in the year 1995, he enter in a land lease deed of a land measuring 1 Kanal and 13 Marlas for the period of 99 years with one Som Nath Son of Gukul Chand Resident of Hatta Kishtwar for establishment of Kerosene Oil Storage Outlet sanction by Indian Oil Corporation against his name. He further said in his complaint that after entering into the land lease deed, he established Kerosene Oil Storage Outlet in the same land situated near Giri Nager Kishtwar. He said that after the death of Som Nath in the year 2004, his two sons namely Kuldeep Kumar and Sushil Kumar fraudulently sold the leased out land to Three persons namely Altaf Hussain Butt Son of Mohammad Iqbal Butt Resident of Malipath Kishtwar, Abdul Hamid Sheikh Son of Ghulam Hussain Sheikh Resident of Bun-Astan Kishtwar and Mohammad Aslam Son of Ghulam Mohammad Resident of Jamia Mohallah Kishtwar without following any legal process with the active role of revenue employees, involved in promoting land grabbing nexus in Kishtwar. Police said that acting on the complaint of Om Prakash, a case FIR Number 103 U/S 447/147/380 dated 25-05-2011 were registered in police station Kishtwar and subsequently an investigation were handed over to Sub Inspector Anayat Hussain. During the preliminary investigation, the accused person denies the claim of Om Parkash, that any Kerosene Oil outlet ever exits on the same land, which was purchased by the trio from Sushil Kumar and Kuldeep Kumar with the supportive documents of Revenue Department in which it was claim that no Kerosene Oil outlet ever exits on the said land. where as in original, the police finds the damaged building and traces of Kerosene outlet with storage tank from the said land authenticating the claims of Om Prakash. Police said that during the intervening night of 18/19-06-2011, Police Investigation team headed by Sub Inspector Anayat Hussain received an input regarding boarding of suspect material inside the Ambulance of District Hospital Kishtwar bearing registration number JK17-0544, police party led by SI Anayat Hussain laid a nakka near Giri Nager Kishtwar and during the surprise checking of Ambulance, an oil sucking machine mostly used by petrol pumps were recovered inside the said Ambulance and arrested four persons namely Lekh Raj @Kakku Son Debba Ram Resident of Begana Kishtwar, Ravi raj Son of Kunj Lal Resident of Palmar at present Shakti Nager Kishtwar, Ashok Kumar Son of Lok Nath Resident of Semna Colony Kishtwar & Altaf Hussain Butt Son of Mohammad Iqbal Butt Resident od Malipath. Police said that after the recovery of stolen material from Ambulance of District Hospital Kishtwar, FIR No: 103 augmented and Section 379/201/467/468 and 109 RPC were added in said FIR. Police said that the investigation so far has revealed the nexus between the revenue employees and land grabbers of Kishtwar District and indicates that more arrest will follow in this. The accused have reportedly agreed to pay Rs 2000 to the driver of Ambulance and Rs. 1000 have paid in advance and the rest of the money had been promised to pay after disposing off of the recovered material into nearby river Chenab. Police said that after disposing off the stolen material, the accused wanted vindicates its stands that no Kerosene Oil outlet exists in the said land and the sellout deed between two sons of deceased Som Nath and the accused is genuine and falling in lie within the ambit of the law. Police also said that statement of Driver of JCB used for demolishing of infrastructure on the said land also dispose off before the police that on the instance of Altaf Hussain and Abdul Hamid, who claims himself as the land owners demolished the infrastructure exits on said piece of land. It was further reviles that on the date of sellout deed before the honorable court, both Sushil Kumar and Kuldeep Kumar (ASI) were present at his respective duties, thus raising the suspicious about the sellout deed of the land in question in favour of the accused persons. When contacted Medical Superintend District Hospital Kishtwar Dr. Ghulam Mohammad Naqeeb said that the seized vehicle have been allotted for shifting of the patient from District Hospital Kishtwar and the accused driver have not reported back till 10.30PM. He said that action as warranted under law will be initiated against the driver of the Ambulance seized by the police along with stolen material. |
