Azad welcomes Supreme Court CJ’s announcement for starting double-shift working system in judiciary for providing speedy justice
CJ lays foundation of Srinagar district court complex

Srinagar, July 30 – While appreciating the advice given by Chief Justice of India Mr. Justice Y. K. Sabharwal to the courts for initiating double-shift system of working in the judiciary to provide speedy justice to the people, Chief Minister Mr. Ghulam Nabi Azad has said that it is in line with his vision of executing all major development works through double-shift system in Jammu and Kashmir state which has already started yielding good results.
The Chief Minister said he is personally monitoring the pace of progress on 550 works identified to be executed under double-shift system in the state to complete these within a fixed time frame. Similarly, he suggested that Srinagar district court complex should be completed expeditiously under double-shift system.
Yesterday, the Chief Justice of India while addressing the diamond jubilee inaugural function of the state High Court at SKICC had advised the judiciary to start double-shift system of working in courts from coming Diwali.
The Chief Minister was speaking at Srinagar district court complex foundation laying ceremony here today.
The foundation stone of the complex was laid by the Chief Justice of India Mr. Justice Y. K. Sabharwal.
Judges of the Supreme Court, Chief Justice of Jammu and Kashmir High Court Mr. Justice B. A. Khan, Chief Justices and Judges of various High Courts of the country, legal luminary Mr. Soli Sorabjee, judicial officers and lawyers attended the function.
Minister of State for R&B Mr. Gulchain Singh Charak, MLC Mr. Ashok Sharma, Chief Secretary Mr. C. Phunsog, Director General of Police Mr. Gopal Sharma and other senior officers were also present on the occasion.
Mr. Azad while referring to the diamond jubilee function of the Jammu and Kashmir High Court said that it was a historic and well attended event. He congratulated the Chief Justice of India and the Chief Justice of the Jammu and Kashmir High Court for it.
The Chief Minister said that the new Srinagar district court complex should come up as an integrated and holistic complex on the pattern of Tis Hazari courts in Delhi with state-of-the-art facilities. He said that congenial ambience and good environment are essential for working, adding that his top priority in the state is to expand and modernize infrastructure.
Referring to the speedy completion of work on this court complex, Mr. Azad said that funds would be no problem. He assured all support on behalf of the government for creation of modern infrastructure for the judiciary in the state.
The Chief Justice of India speaking on the occasion said that the new court complex is of utmost importance for litigating public and would help in speedy dispensation of justice. He said a congenial environment has to be created for working of judicial system, adding that for dispensation of justice, there has to be a total coordination between legislature, executive and judiciary.
Mr. Justice Sabharwal stressed for enhancing resource allocation for infrastructure development for judiciary. He said that all care needs to be taken of litigating public and witnesses as well while creating facilities in the new court complex. He exuded confidence that the first phase of this prestigious complex would come up within next two years.
Chief Justice of Jammu and Kashmir High Court Mr. Justice B. A. Khan in his welcome address said that the new court complex would be most modern being constructed with latest technology.
He urged upon the Chief Minister to take up the matter with the central government for providing matching grant for raising modern infrastructure for judiciary in the state. He said that almost fifty percent courts in the state are functioning in the rented buildings and adequate resources are required for infrastructure development for the judiciary.
Judge of the Jammu and Kashmir High Court Mr. Justice N. A. Kakroo presented vote of thanks.
Earlier, the Chief Justice of India laid the foundation stone of the District Court Complex Srinagar. He alongwith the Chief Minister also saw the site plan and layout of the complex and took keen interest in its various salient features.
The complex to come up at an estimated cost of Rs. 82 crore will be spread over an area of 229 kanals. It will be completed in two phases. The first phase of the prestigious project would be completed within next two years and the second phase in four years. The complex besides courts will also have public facilities like bank and treasury, post office and parking place. Special features of the complex include landscaping with garden, central heating system and sewage treatment plant.
