CM's 'reach out venture with masses' | Why Jammu region kept out of Awami Mulakat ambit? | | Early Times Report Jammu, June 22: The endeavor of the Chief Minister Omar Abdullah to build direct rapport and contact with masses through the concept of Awami Mulaqats envisaged last year is indeed a noble step . It serves the twin purpose of dispelling the notion that CM keeps distance or is oblivious of the smaller issues masses are confronted with and helps in quick redressal of their problems as well. But one wonders why this public oriented endeavor has been confined to summer capital and masses of Kashmir. Are Jammu masses not so privileged to meet the Chief Minister and convey their problems directly to him ….? It may not be a deliberate attempt on part of the Chief Minister to ignore and overlook the Jammu region in having Awami Mulaqat system in the winter capital. One also understands that the concept basically emerged in the post summer unrest scenario last year when the young Chief Minister realized the necessity of building direct contact with the masses hurt on various fronts. It worked very well as the people from all walks of life who were otherwise made to face the unwarranted and avoidable obstacles in the corridors of power mainly civil secretariat got a chance to express their woes and difficulties right in front of the Chief Minister where it is not only being registered well but the system of redressal is expedited, much to the relief of the public. So far so good. No denying the fact that the system has ensured direct access of commoners with Chief Minister, something which gives satisfaction to them that there is someone to hear them. The government has rightly so claimed that Awami Mulaquats is gaining popularity as more and more and more people are rushing to be a part of the system meant to ensure speedy solutions to their hardships.In fact only today as many as 70 deputations and over 2000 individuals today met the Chief Minister at Awami Mulakat and presented him their memoranda . These contain varied demands from community development to those of individual concerns and problems. The deputations included those from city residential areas and outskirts besides those from various districts of Kashmir as far as Uri and Baramulla on one end and Kulgam and Pulwama on the other. Those converging at CM's residence under the privilege of Awami Mulaqat also comprise employees associations, bodies of unemployed youth from different fields and even student organizations who are facing problems on various fronts. The large number of individuals also presented their demands of individual nature to the Chief Minister. The government claims that Chief Minister gave patient hearing, and may be rightly so gave on-spot directions for certain cases of urgent nature while the rest were referred to the concerned quarters for early examination and necessary action. One understands and appreciates that Cm's direction works like a hammering the concerned departments who otherwise remain insulated to these issues in normal course. The moot question one is prompted to raise once again that why the NC led coalition government has chosen to ignore and undermine the aspirations of Jammu masses on this front. Do not people of Jammu region face any problems of such nature which are being given hearing by the CM himself in Kashmir Valley…? Are Jammu masses not entitled to this privilege of talking to CM and expressing their hardships, which are perhaps more acute than people of Kashmir, particularly from the hilly and backward areas of Jammu region. Though Chief Minister sometime back tried to meet people of some hilly areas like Doda , Bhaderwah Kishtwar but these were only seen as half hearted endeavors to reach to the masses as these 'mulaqats' lacked consistency and will to build to rapport and contact with people. People from these backward areas in the normal course too are made to wait and wait and fall in ending queues when Durbaar arrives here during winter months. Not to speak of the people of Jammu city or its outskirts or even districts in proximity who have simply surrendered to the 'reality'. In the backdrop of the political clamour of discrimination , even though the government intent is not bad or deliberate, the actions and conduct of the Chief Minister in terms of focusing on Awami Mulaqats in Kashmir, it reflects so and amounts to substantiate the allegations in directions of neglect and discrimination. The hope however remains on the assertion of Chief Minister made today that he is determined "to reach out every area in the State for holistic and equitable development adding that constant public rapport to ascertain difficulties of people and take appropriate action for their redressal is of essential significance." |
