ABM organises seminar on ‘constitutional rights’ of reserved category | | | EARLY TIMES REPORT Jammu, June 23: Jammu and Kashmir Aarakashan Bachao Manch (ABM) on Thursday organised a seminar on “Social Equality and Constitutional Rights of Reserved Category” at Ved Mandi Ambphalla, here. Ramesh Chander Rattan, senior advocate Supreme Court was the chief guest while Prof Ram Shankar Katheria, MP (Lok Sabha) from Agra was the main speaker. D R Kalotra (retired Chief Engineer) from Jammu presided over the function and former MLA Bali Bali was convenor of the seminar. Speaking on the occasion, Ram Shankar alleged it was indeed a serious matter that both the Congress-NC coalition in the state and the Congress-led UPA government at the centre are bent to harm the interests of the members of the reserved category by violation the constitutional rights granted to them under the state as well as the Indian constitution. He pointed out that in the Himachal Pradesh, one Lok Sabha seat is reserve for SCs out of total four Lok Sabha seats but question arises that why not a single seat is reserve for SCs in J&K out six seats even there is already reservation in state assembly. He also criticized the state government for not keeping Panchayat halqa or Sarpanch constituency reserve for SCs. The MP assured that he would raise issue with support of other SC MPs in coming session of parliament. They also demanded for filling up all the back log posts in the state and demanded 8% reservation in Rehbre-e-Taleem (ReT), Zirat, contractuals consolidated, adhoc, SPOs and in other recruitment cases and 15% reservation in ICDS of Social Welfare Department in the state. They also demanded construction of SCs hostels at all district hqrs. on pattern of ST hostels. Prominent among others who participated in the seminar were Surinder Bhagat, M.R. Bhagat, B.D Naryal, Hem Raj Phonsa and Sham Lal Bhagat.
