Panchayats to be turning point in good-governance: Omar

CHADOORA, JUNE 23 – Underlining recently concluding Panchayat elections as turning point in good-governance, Chief Minister, Omar Abdullah today termed smooth and peaceful conduct of these elections as an historic event.
“A new chapter in the State’s development process has been written”, he said congratulating the people for their overwhelming participation for establishing Panchayat Raj in the State.
The Chief Minister was interacting with sarpanches and panches of Chadoora Assembly Constituency at B K Pora after inaugurating a 4-day training camp organized by Rural Development Department for the newly elected Panchayat members.
Omar Abdullah said many speculations were cast by certain elements over the holding of Panchayat elections in the State soon its announcement by the Government. He said various rumors were circulated by political opponents about the holding of elections, participation of candidates, voter turn-out, etc. “We have proved them wrong. We will also prove them wrong on raising finger about transfer of powers to the Panchayats”, he said and referred to the conduct of Municipal elections in their regime and keeping the urban local bodies powerless and wanting. He said that empowerment of Panchayats is in offing and a decision of transferring the quantum of functions, functionaries and funds is on anvil.
“A high level Committee headed by the Chief Secretary is giving final touch to a report in this regard which will be placed before the Cabinet for approval”, he said assuring powerful, purposeful and viable Panchayat Raj system in the State. He said by giving powers and positions to the Panchayats, the powers and authority of legislators will not be tempered at any level. “They would continue to exercise their powers and authority as they are exercising at present”, he said adding that legislators and Parliamentary Members would be enjoying their constitutional position.
The Chief Minister said powerful and delivering Panchayat Raj is his mission and he would strive hard for its establishment and success in the State. He asked the sarpanches and panches to be dedicated, honest and true public friends. “You have not only to render your service in the rural development sector but in the sectors of health, PHE, CAPD, social welfare and road communication, you have an important role to play”, he said adding that after the completion of Halqa Panchayat elections, the elections to Block Panchayat Committees and District Committees would be held.
The function was also addressed by Minister for Rural Development, Ali Mohammad Sagar and Minister of State for Rural Development, Ajaz Ahmad Khan.
