EARLY TIMES REPORT
Jammu, June 23: It is the war over rankings post Panchayat Polls which three major political players are now blissfully engaging themselves, each one claiming having major share of seats in the elected Panchayats, no matter the elections were held on non-party basis. A day after the declaration of rankings by none other than the Chief Minister Omar Abdullah, Congress today came out with its own 'ranking' contending the party has secured 'first position' in Jammu and its position is second in Kashmir on the score board.
In what can be seen as 'subtle' way of dismissing the Chief Minister's ranking report Congress without elaborating on 'performance' of other parties sought to dispel the impression which certainly may not help it in strengthening its position on the ground, asserted that Congress stands at number two ranking in the results of Panchayat polls. The Chief Minister while talking to media on Wednesday said NC has emerged number one followed by PDP at number two and the Congress stood at third position in the panchayat poll results. The socre board has only compounded the confusion even among winners as to which party they should finally side with.
"Congress is committed to further democratize and empower the Panchayats by bringing in the provisions of the 73rd amendment in order to make these instutions powerful instrument of service to people", said a statement issued by JKPCC leadership today. The bottomline of the statement is reinforcing what Congress has been emphasizing from day one to its ruling ally that devolution of powers was the key to functioning of these institutions on ground level.
Call it a game of political one upmanship or the race for setting pace in consolidation positions at the ground level, all the three political parties dervive pleasure and are upbeat on what they claim having won most of the seats of sarpanch and panch in respective constituencies. From phase one till concluding round of polls , ruling National Conference and Congress and the opposition Peoples Democratic Party- claimed to have secured more seats than the rest.
The irony is that these claims can not be authenticated neither by the parties themselves nor by the Electoral authorities as the elections were held on non party basis. The parties are merely harping on the inclination and ideological support of the victorious candidates whom they backed while contesting elections.
Even if the claims of NC, Congress and PDP were considered true, still it is a huge task to segregate the elected representatives in their favor as their number is so big- 3,4000 elected sarpanches and panches across the state. In Kashmir valley interesting the war on 'score board' of the results is seen between two traditional rivals NC and PDP even though Congress is claiming success on many blocks in Kashmir , interestingly over its alliance partner NC. NC and PDP even locked horns in many blocks in political constituencies and their respective bastions with the leaders of both parties dismissing victory claims made by each other.
True that the results of the panchayat polls would impact performance in the next assembly elections as the support of elected Sarpanchs and Panchs would help parties garner wider public support but locking horns over the figures and statistics would only prove to be exercise in futility and may also create 'gulf' between coalition partners.
