Move step by step against corruption | | | If the Government of India and the civil society team led by a noted Gandhian Anna Hazare have not been able to resolve the differences that have surfaced over the framing of the Lokpal bill it seems to be the result of inflexible attitude having been adopted by both the sides.While the Government side is in a defiant mood after it succeeded in silencing Baba Ramdev Anna Hazare led team is hopeful that the threat of fast issued by the Gandhian may force the Government to concede some of the pending demands. It is so because Anna has nothing of the sort of Ramdev type fortune making units and corporations that could force him to be on the defensive like the Yoga Guru.Anna seems to have better public credibility than any other civil society member or representative. But the mood,rather the future plan in dealing with Anna,of the Congress led UPA Government is reflected in the latest utterances of the Congress general secretary,Digvijay Singh,who has said that in case Anna did not abandon his fast unto death threat he would meet the same treatment that was meted out to Baba Ramdev. Such utterances are as unfortunate as Singh's earlier utterances were when he described baba Ramdev as a thug. Ironically Digvijay Singh had not achieved any distinction for acting as a judge on the actions and activities of the Yoga Guru.One does say that the Government has,so far,not been as harsh towards Anna Hazare as it had been towards Ramdev.But there are still some basic issues that keep the two sides on the tenterhooks.While the Government has conceded several demands of the team led by Anna it is not prepared to accept three demands.One pertains to bringing the Prime Minister under the net of the Lokpal.Secondly the Government is opposed to bringing the judges of various courts including the supreme court within the ambit of the Lokpal.Thirdly the Government has not accepted the suggestion of the civil society to keep the activities of the MPs and all Government employees under the umbrella of the Lokpal.There are other issues of contention but these three are the basic issues that have led to differences between the two sides forcing Anna to reannounce his resolve to start his fast from A|ugust 16. Though the Government has announced that both the proposals would be debated and discussed during the All party meeting,it has made it clear that it was not going to accept any other demand of Anna.No doubt the Government has fears that giving sweeping powers to the Lokpal would amount to the constitution of a parallel Government,it seems such fears are unfounded because by keeping Prime Minister under the ambit of Lokpal would not amount to dilutaion of the powers of the Prime Minister.Whatever may be the argument in favour against the issue Manmohan Singh would have earned tremendous public praise had he himself volunteered to come under the Lokpal net.Once he had done so it could have encouraged senior members of the judiciary to follow suit.There is no doubt about integrity and honesty of Manmohan Singh and why then the Government is afraid of keeping the Prime Minister within the ambit of the Lokpal.There is no gurantee that future prime ministers will be as honest and men of integrity as Lal Bahadur Shastri and Manmohan Singh have been.Well,the Government has moved a step or two in the direction of curbing corruption and the corrupt and it is now the duty of the civil society to allow the authorities time to make further progress.The team led by Anna need not expect the Lokpal bill to be framed in such a way as may cause embarrassment to the successive Governments.The issue pertaining to corruption and to the corrupt need to be tackled step by step.But the Congress led UPA Government seems to fritter away chances that are being given to it by Yoga Gurus and Gandhians for revamping its soiled image.
