With no appointment of CIs, SIC a ‘toothless’ unit | | | EARLY TIMES REPORT JAMMU, June 24:Contrary to tall claims of the government of ‘good governance’ and ‘transparency in public life’, the failure to appoint two Information Commissioners (ICs) in State Information Commission (SIC), however, completely exposes the assertions made from time to time by the ruling elite. Though former Income Tax Commissioner GR Sofi was made Chief Information Commissioner (CIC) for SIC in January last, the government has so far could not finalise the names for the two ICs. In the absence of two ICs, the SIC has literally become a defunct organisation. It may be recalled that after announcing the appointment of Sufi as CIC, the government has made a commitment that the two ICs would be appointed before the start of the budget session of the State Legislature in the winter capital. The budget session ends almost three months back but there was no headway on the appointment of the two ICs. According to well placed sources, the aims and objectives for which the SIC was formulated has gone haywire because of the non-appointment of the two CIs. The reason behind delay in appointment of two CIs is the hurdles created by certain bureaucrats and politicians, who do not want to see smooth functioning of SIC. “The organisation is facing hiccups as presently it is being looked after by only CIC, thus making it a one man show… The CIC’s directives to the bureaucrats to fine tune themselves about the Right to Information Act (RTI) have mostly fallen to deaf ears,” sources said “Even they (bureaucrats) failed to come up with replies to the queries made by several applicants,” they added Sources further disclosed that as a ritual the CIC hold meetings and issue press releases just to show that it is very much functional. In the said meetings and press handouts, the CIC urges the officers to help in effective implementation of RTI and appeal to the common masses that they should make use of RTI to get the desired information but unfortunately all these steps are proving as a futile exercise, sources said. Sources revealed that the appointment of ICs is also a bone of contention between National Conference and Congress- the two coalition partners- as they want to see persons of their choice to occupy the chairs in SIC. “NC and Congress have failed to zeroed on the two names for CIs as they have lot of differences over the issue,” sources said.
