CS stresses imaginative approach for rehabilitation

SRINAGAR JUNE 24- Highlighting the need to develop perspective plans for rehabilitation of militancy affected victims, Chief Secretary Madhav Lal today called for roping in reputed NGO’s and experts in the field to provide succour to this distressed class.
Chairing a meeting of Rehabilitation Council, the Chief Secretary stressed the need to mobilize resources for wholesome development of widows, orphans and the disabled. He called for more imaginative approach to rehabilitation with focus on livelihood and education.
Madhav Lal observed that monthly pension under the scheme will not help the victims to overcome challenges adding that capacity building of victims should be made an essential component of the scheme.
The Rehabilitation Council can improve its functioning and outreach by collaborating with NGO’s, professional experts and various government agencies. In this regard he stressed for establishing contacts with NGO’s and organising workshops to ascertain the needs of militancy affected victims and how they can be effectively rehabilitated.
The executive council meeting today also approved action plan 2011-12 worth Rs. 677.47 lakh for widows, old and handicapped persons and action plan worth Rs. 175.68 lakh for orphans of killed militants.
The meeting was attended by Joint Secretary Ministry of Home Affairs, L. Vishwanathan, Principal Secretary Home, B.R. Sharma, Principal Secretary Planning and Development, B.B. Vyas, Commissioner Secretary Finance Sudhanshu Pandey, Commissioner/ Secretary, Social Welfare, Jeet Lal Gupta, Executive Director Rehabilitation council, Bashir Ahmed Wani and other senior officers.
