For Pakistan water should be more vital issue than Kashmir

Even after the two-day foreign secretary level talks ended in Islamabad on Friday moderates among the separatists plead for time bound resolution of the Kashmir issue. The Chairman APHC,Molvi Umar Farooq,while welcoming the talks between Nirupama Rao and Salman Bashir,wanted the talks to be now held between the Prime Ministers of India and Pakistan. The reason being that heads of the two Governments could fix a time-frame for the settlement of the Kashmir issue. Has the Kashmir issue become so simple that its resolution can be worked out within some time frame? Possibly not. The issue is as old as partition of India and when during the last 63 years, despite three wars and intermittent process of dialogue on different levels between the two sides, the dispute has not been resolved how can one demand its settlement within some time frame ?.His colleagues Prof. Abdul Gani Bhat and Molvi Abbas Ansari too plead for sustained dialogue so that the main issue was resolved. It was for the first time that Bhat
stated that this time the two sides displayed right vision and direction.
The PDP Chief, Mehbooba Mufti, too believes that the time has come when the Kashmir issue required immediate settlement. She too, like her political rival, Omar Abdullah, is a votary for result-oriented talks between New Delhi and Islamabad. But the hardliners are pessimistic about the outcome of the two-day talks between the Indian foreign secretary and her counterpart,Salman Bashir.The leader of the hardliners,Syed Ali Shah Geelani,has been critical of the way the foreign secretaries have laid emphasis on improving trade and travel between the two Kashmirs.His plea that so long the Kashmir issue was not settled people will not be able to live in peace and dignity as improvement in trade and travel on the LOC will not lead to the resolution of the Kashmir issue.
Those who want the Kashmir issue to be settled within a time frame do forget that the issue is not as simple as that of employees demanding time bound promotion. The most unfortunate part of entire story is that all those who want the Kashmir issue to be settled have not been able to dish out one or a couple of solutions. One section demands Kashmir's incorporation with Pakistan. Another section wants freedom. Yet another section wants greater autonomy. Still others want self-rule. Those in the mainstream camp argue in favour of the status quo.Those who profess to be staunch nationalists or patriots favor greater integration of Jammu and Kashmir with India. Yet others want that borders should not be redrawn. If these are the solutions where does then the meeting line becomes visible ? Can one find a via media among these solutions? Well if the level of trade and travel between the two Kashmirs is enhanced and some measures are initiated for reducing the trust deficit between the two nations it can help reduce tension and may ultimately promote peace and political stability. Those who say Kashmir is the main issue are wrong. The main issue, atleast for Pakistanis water because any drop in the flow of water of the Chenab, the Jhelum and the Indus could lead to famine and starvation in Pakistan. The two need to settle the Siachen and Sir Creek issues so that New Delhi and Islamabad can divert funds, spent on maintaining troops on mountain glacier, for development activities. Pakistan needs to adopt flexibility and join hands, with all sincerity, with India in tackling the menace of terrorism.
