6/27/2011 10:12:30 PM
Early Times Report
KISHTWAR, June 27: Like every district of the state an authority under section 43 of Panchayati Raj Act has been constituted for Kishtwar to hear the appeals regarding recent Panchayat elections.
For Kishtwar, Inderwal, Drabshalla blocks of Kishtwar district the Additional Dist. Development Commissioner has been given the powers by the Government to hear the appeals under section 43 of PRA. More than a dozen appeals are pending before the said authority, but most of the appellants or the respondents allege that they have no faith in the authority and demand that the powers be given to some other non-local officer so that they can expect justice from the authority.
It is pertinent to mention here that the officer besides being local is one of the close relative of MLA Inderwal and the candidates who have contested elections against the those candidates who were projected and backed by the MLA have no faith in the authority.
They allege that the MLA has managed to get his relative appointed as authority to hear appeals for Panchayats falling in his constituency and the agents and workers of MLA are openly disclosing that every result which was against them will be reversed by the authority.
One of the party says that he along with other persons approached the concerned authority and requested them to change the authority as they apprehend that justice will not delivered, but till date no steps have been taken.
He also added that on the one hand government has kept the local employees away from the election process of their native panchayats and on the other hand the only local officer in dist. Administration Kishtwar has been given authority to hear appeals and deliver judgments. They have appealed the authorities at the helm of affairs to empower some other non-local officer to hear appeals of block Inderwal, Kishtwar and Drabshalla to restore the faith of the general public.
