Let interlocuters support fresh delimitation in J&K | | | The three interlocuters,appointed by the Government of India,to address the internal and external dimensions of the Kashmir issue plan for yet another experiment after the one they had carried out in Kashmir in the middle of April. These interlocuters will be holding second Round Table Conference in Jammu from July 12 to obtain views from a cross section of society on finding an amicable and lasting solution to the Kashmir issue.The RTC will be held on July 12-13 to evolve a consensus among different groups and also seek their opinion for a lasting solution to the Kashmir problem. About 50 participants including civil society members, intellectuals and politicians from Jammu region are expected to take part in the conference. Besides, experts in different fields from New Delhi are also expected to be part of the deliberations.The first RTC was held in Srinagar on April 18 and 19 where people from different shades of opinions including separatists were invited. No doubt consensus eluded the interlocuters during the first roundtable conference in Srinagar the plan for holding second conference in Jammu is a healthy departure from the practices having been adopted by the successive state Governments.By planning to hold second round table conference in Jammu the interlocuters have shown that they were against regional discrimination.Over the years Jammu r egion has been neglected in all spheres of activities by the successive state Governments.The power structure has invariably remained in the hands of Kashmir centric politicians.Such a bias against the region of Jammu has been inevitable because since 1947-48 not a sinlge Jammuite occupied Chief Minister's chair and the one occupied by Ghulam Nabi Azad displayed bias in favour of Kashmir. Since October last when Dilip Padgaonkar,M.M.Ansari and Radha Kumar,have been appointed interlocuters they have not ignored Jammu and its leaders besides academicians,lawyers,students and others. In keeping with their policy the interlocuters plan to hold second round table conference in Jammu so that views emanating at the conference could be accommodatd in their reports. Hitherto the interlocuters have remained engaged in collecting views and opinions.Securing views on possible solution to the vexed Kashmir issue.No doubt they have submitted a couple of reports to the union Home Ministry they are yet to dish out one or a couple of solutions to the Kashmir issue.Well given the nature of the issue in which Pakistan claims to be a party to the dispute it may not been within the hands of the interlocuters to settle the issue.Whether they make an attempt in this direction or not is not as important as their contribution could be if they succeed in resolving the conflict over regional discrimination. The Kashmir issue has internal and external dimensions and as far as the external dimension is concerned it should be left to New Delhi and Islamabad to settle the dispute.But as far as the internal dimension is concerned Jammu and Kashmir state cannot afford to be plagued by regional conflict and mistrust.Whether the int erlocuters are told about it or not they should recommend emphatically to the centre the need for increasing the number of Assembly const ituencies from 37 to 46 so that there is parity between the number of Assembly segments in the Kashmir valley and in the region of Jammu.Once this was done it would reduce the level of discrimination to a large extent.Secondly,the interlocuters should recommend to the state Government that it should carry in hand measures for bringing about parity in employment ratio between the regions along with suggestion for equal devolution of funds. |
