| Letter written to CJ treated as petition | | HC directs SSP Jammu to hold enquiry, submit report | | Jammu, Nov 24 Justice Nirmal Singh of Jammu and Kashmir High Jammu Wing today directed SSP Jammu to hold inquiry into the complaint about missing of a boy working as a servant with a local doctor and ordered that the concerned doctor be imploded as a party respondent. This direction was passed by the Justice on an application written to Chief Justice of Jammu and Kashmir High Court by poor parents of minor boy namely Gushu who was missing from the residence of a doctor where he was working as domestic servant. The application has been treated as Criminal Writ petition. Kartar Chand and Bimla Devi submitted in the application that they had left their minor son namely Gushu at the residence of Dr. Vipan Gupta through Patwari Mulkh Raj Shatoo s/o Giribu of their village as a domestic servant and Dr Gupta had agreed to pay Rs 500 per month, initially he paid for five months, thereafter increased 300 per month and continued to pay the same for about six months more and thereafter agreed to pay Rs 1000/- per month, but did not pay any amount for the last one year. The applicants’ leveled allegations that the wife of Dr. Gupta gave a beating to their son on the ground that he had stolen Rs 5000/- from their house and since then the whereabouts of their son were not known and Dr Gupta had reported the matter to the police about his missing from his residence since October 15, 2006. The case was listed before Justice Nirmal Singh of J&K High Court Jammu wing today and after taking into considerations the averments made in the complaint directed that Vipan Gupta be imploded as party-respondent and issued notice to him as well as to the State of J&K. Court appointed Advocate Vishal Kapoor to assist this Court on behalf of complainants and directed the Registry to furnish complete set of papers to Advocate Vishal Kapoor. In the meanwhile Court directed SSP Jammu to hold an enquiry himself or he may depute any other officer above the rank of DySP and submit his report before the Court on the next date of hearing.
