What an irony! BJP supports, Panthers oppose rehabilitation policy

JAMMU, July 1: No one had ever imagined that the Panthers Party of Bhim Singh would oppose the return to Kashmir and rehabilitation of the Pakistan-based hardcore terrorists of Kashmiri origin in the Valley, but it has sprang a big surprise by opposing the rehabilitation policy tooth and nail. Similarly, no one had ever expected that the BJP would extend unflinching support to the militants’ rehabilitation policy but it sprang a big surprise by supporting it.
Hitherto, the Panthers Party used to demand general amnesty and had not really opposed the rehabilitation policy. Similarly, the BJP had not even once till June 28 supported the rehabilitation policy. In fact, the BJP had consistently opposed this policy and its refrain used to be that the return of militants for Pakistan and the Pakistan-occupied areas to the state would pose a grave challenge to the territorial integrity of India. The Panthers Party has reversed its stand and the BJP has also taken a complete U-turn. The BJP has not explained the reasons behind the change of heart. It simply stated that it is not opposed to the rehabilitation of militants. What an irony!
On the contrary, the Panthers Party has taken a clear stand on the rehabilitation policy. Not only that, it has knocked at the doors of the Supreme Court of India in order to obtain a direction preventing the state government and the Union Government from implementing the proposed surrender policy. The Panthers Party have opposed the rehabilitation policy on several grounds; Firstly, those odd 1300 applicants, whose parents have filed applications for allowing their wards’ return “have been undergoing terrorist training in PoK since 1990”; secondly, “they were dispatched to Pakistan -- rather their migration was facilitated by National Conference Govt. -- during 1989-90 period”; thirdly, “many of them have waged war against India by infiltrating to our soil”; and fourthly, “most of them were trained by Al-Qaeda in Peshawar and Pakistan.”
The basic arguments advanced by the Panthers Party against the return and rehabilitation policy are six. One, “since the terrorist trained or associated with Al-Qaeda are facing ire of US policy and Pakistan is not in a position or situation to handle them, Islamabad has worked out a new plan to infiltrate them to J&K to help restore the dying militancy in the state.” Two, “Pakistan and its allies are not happy with the situation (in Kashmir) and they have worked out the new policy for the revival of terrorism in J&K in the name of rehabilitation policy which is, in fact, rehabilitation of the militants to revive militancy.” Three, “the J&K Cabinet decision to allow the return of militants, nearly 1500 in number from Pakistan or POK shall endanger the security of the state and even cause tremendous harm to the secular character of the state. The militants returning from POK have been indoctrinated as fundamentalists and trained in using arms to wage war against India to destabilize the country.” Four, “the decision of the Union Home Ministry to implement the order of NC-Congress government for the so-called rehabilitation of the militants residing for the past 20 years in Pakistan shall cause not only threat to the security of the country but also endanger the future prospects of Indo-Pak Peace Dialogue.” Five, “the…National Conference and Jamaat-e-Islami are as ‘thick and thieves’ and (they) have been working under a common strategy to revive militancy to initiate ‘Jammu-cleansing’ project after having accomplished (the) Valley-cleansing process.” And, six, “this (rehabilitation policy) is against the law of the land, against the Constitution of the country and against the will of over one billion citizens of India.”
The attack of the Panthers Party is sharp and unambiguous. In fact, what the Panthers Party has said about the rehabilitation policy appears quite reasonable considering the fact that the intentions of those who are supporting this controversial policy are questionable. The very fact that the NC-Congress combine has overlooked the problems being faced by the victims of militancy and the pernicious two-nation theory, including refugees from West Pakistan, PoK and the Kashmir Valley since decades and decided to rehabilitant militants does create doubts in the minds of the people about the intentions of the NC and the Congress.
The stand taken by the Panthers Party on the issue can harm the Congress and the BJP in Jammu province. It appears the Panthers Party has taken this stand after a careful study of the situation prevailing in the Jammu province. The Panthers Party has played its cards well considering the fact that both the Congress and the BJP in this province are at the receiving end.
