Harsh Dev submits memorandum to PM

Jammu, July 2: Harsh Dev Singh, MLA, Leader of the Panthers Legislature Party & Working Chairman-JKNPP today submitted a memorandum to Prime Minister of India, Dr. Manmohan Singh in New Delhi urging for his urgent intervention to ensure end of all discriminations with Jammu region, appointment of Vice Chancellor, Jammu Central University, Delimitation of the Assembly Constituencies on the basis of 2011 census, equitable allotment of funds allotted to J&K under Annual Plan as well as for the completion of the Central Schemes, PMRP etc.
Harsh Dev Singh in a letter to Dr. Manmohan Singh, the Prime Minister of India urged that;
" There is a strong resentment brewing amongst the people of Jammu region over the policies of their persistent neglect and deprivation at the hands of successive regimes in all spheres. The most recent episode pertains to the most despicable neglect and willful default on the part of State Govt. in making the Central University functional in Jammu despite its sanction by Govt. of India in 2009. Not only has the launch of the university been inordinately delayed but also the State Govt. deliberately avoided initiation of process for appointment of Vice Chancellor for the said university. The delay in appointment of Vice Chancellor is inordinate, inexplicable and unreasonable and the State Govt. appears to have deliberately chosen to deprive the people of Jammu region of the benefits of ensuing academic session which is to commence shortly.
The most unfortunate aspect of the matter is the fact that the proposed site for Central University Campus includes 3000 kanals of Forest Land which has not even been acquired by the Govt. The Forest Department has made a claim of Rs.16.27 crores as compensation for the said Forest Land use which has not been acquired by the State Govt. The non-acquisition of even the identified land and lack of initiative to develop the said land for campus spoke volumes about the casual and apathetic approach of State Govt. towards Jammu based issues.
Appropriate instructions further need to be issued categorically to the State Govt. to initiate all necessary steps for ensuring the launch of academic calendar from the current session in consonance with the aspirations of people of Jammu region.
He appealed PM to ensure that all funds released to the State along with its annual plan including annual plan outlay of Rs.6600 crores and PMRP of Rs.1200 crores are equitably disbursed amongst the various regions of the State with particular emphasis on the developmental needs of Jammu region.
In view of the census 2011 already having been completed and the population figures available with the Govt., it would be appreciated if process for fresh Delimitation of Assembly Constituencies in J&K is initiated. The people of the State in general and Jammu region in particular are eagerly awaiting the initiation of Delimitation process which could go a long way in addressing and redressing the issues of regional bias and discrimination and in ensuring equitable dispensation of justice to various regions of the State.
