| White House Report cause of concern for India | | | A police constable is wounded in a grenade attack on a night police patrol party in Kishtwar.Another police official gets seriously injured when unidentified gunman opened fire near his house in Bemina locality in Srinagar.Militants resurface in Sopore in north Kashmir in some pockets of Rajouri and Poonch besides Kupwara and indulge in acts of breezy violence.The security forces defuse one powerful IED in a tourist hotel near Dal Lake.These incidents and several small events during the last one month cannot be dismissed as trivial happenings.Do these incidents speak of regrouping of militants ?Do they indicate that militants were simply feeling the pulse of people and the Government before they resort to some bigger acts of violence?These are some of the questions that deserve serious review on the part of the state and the central intelligence agencies in the context of latest US reports claiming that the activists of Lashkar-i-Toiba continued to be a major threat to India and to the United States.
If the 19-page White House report is relied on one should not treat the current lull in Jammu and Kashmir something of a permanent phase.It may be a lull before the storm because agencies,both official and non-official,in Pakistan are keen to stoke fire in sensitive areas in the India,including Jammu and Kashmir.One report said that militants in general and the activists of Lashkar-i-Toiba would have fully revived their subversive activities had not the peoples'mood gone against any sort of violence and had not the rebels lost support of separatists for their planned acts of violence.In addition to this,security forces,apart from the troops guarding the LOC,are under strict instructions against lowering their guard.They have been told to intensify counter insurgency operations and to stepup patrolling on the border for preventing militants from entering into Jammu and Kashmir.
And if the White House report has called for a war against Lashkar-i-Toiba on a global level it would be in the interests of India and the South Asian region if New Delhi too joined the US exercise against terrorists.The tragedy with Pakistan is that despite the fact that bigger strikes by the terrorists have taken place in Pakistan in recent months in which several hundred civilians and security personnel were killed, Islamabad is yet to initiate suitable and adequate measures for dismantling the terror infrastructure that exists in the country.Since Pakistan continues to be a haven for terrorists of various hues it was necessary for the US and its allies to motivate or compel Islamabad for joining forces that have embarked on a war against terror. Even if Islamabad was not willing,as per its political compulsions,to join hands with the American and the NATO forces engaged in war against terror it could cooperate with New Delhi in streamlining counter terrorism operations.New Delhi has already announced,on many an occasions,that unstable Pakistan was a threat to India and in the same way Islamabad should consider that violence-ridden and unstable India could be a major threat to Pakistan.Duplicity on the part of Islamabad cannot hold water for long.Pakistan has to either spell out if it was in favour of ending the menace of terrorism and of ending hostility against India or it has to provide shelter,aid and material spport to terrorists without trying to befool New Delhi and Washington by carrying out cosmetic operations against terrorists.
