Panchayat election review triggers minor protests in Kishtwar | R&B minister's interference alleged | | Asif Iqbal Naik EARLY TIMES REPORT JAMMU, July 4: The review of a panchayat election decision in Kishtwar today caused a minor law and order problem when the supporters of the losing candidate blocked the highway for quite some time. The police used mild force to restore order. It was nearly after one and half month after Panchayat election held in Inderwal Block of Kishtwar District on 21-05-2011, Additional District Development Commissioner Kishtwar Nazir Ahmed Shah, appealing authority under Panchayat Raj Act in his review decision filed by Payarae Lal Sharma, Panchayat candidate for Halqa Panchayat Drubeel- Kwath of block Inderwal of Kishtwar District against the decision of Assistant Returning Officer (ARO) Panchayat Halqa Kwath, in which his opponent Puran Chand was declared as winner by 4 votes, changed the decision of the ARO and declared him (Payarae Lal Sharma) as winner by 3 votes after 7 votes among the 36 rejected votes goes in favour of the appellant Payarae. When contacted ADDC Kishtwar said that after going through the review of rejected votes in presence of full review bench including ARO, Councils of both candidates and others, it was found that out of 36 rejected votes, 7 votes go in favour of Payarae Lal Sharma and hence on the basis of facts, Payarae Lal Sharma was declared as winner. He said that since the counting of the votes has been taken place during night hours having less visibility due to non availability of electricity in the area, the sign of the mark on the ballot paper with dim ink mark could not be seen and said that today during the scrutiny of rejected and other votes , 7 votes out of 36 rejected votes goes in favour of Payarae Lal Sharma and hence on the bases of facts, he (Payarae Lal Sharma) were declared as winner by the margin of 3 votes. Meanwhile supporters of Puran Chand were protesting against the decision of ADDC Kishtwar and termed it politically motivated. The supporters of Puran Chand was joined by District President Congress Party Kishtwar Pardeep Singh Parihar and PDP Labour Cell incharge District Kishtwar Rehmattullah Malik and held demonstration outside DC Office against the decision of ADDC Kishtwar. Both Pardeep and Rehmatullah Malik along with Puran Chand blames former R&B Minister and MLA Inderwal Ghulam Mohammad Saroori for making influence over the ADDC Kishtwar, who happens to be the father-in-Law of elder son of Saroori. Shah denies the charges leveled against him by the losing candidate and justified his decision, which he said is within the ambit of the law. He said that losing party can go for appeal at highest level against his decision if found fit. Police later used mild cane charge against the supporters of Puran when they started hooliganism and tries to block the National Highway outside DC Office Kishtwar. Advocate Mohammad Younas Kichloo along with Waseem Shokat Butt appeared for Payarae Lal Sharma, where as Advocate Sheikh Nasir Hussain, Sandeep Sen and Sandeep Gupta appeared for Puran Chand who was declared as loser after reverification of rejected votes. The previous certificate in favour of Puran Chand was declared as null and vide and fresh certificate were issued in favour of winning candidate Payarae Lal. It is worth mentioning here that Kwath Panchayat of Inderwal Block of Kishtwar District remain in lime light during the whole election period after LeT militants beheaded the Congress party worker Abdul Gani Butt. Butt was campaigning for Congress backed candidate Payarae Lal Sharma, who was today declared as winner after re-verification of rejected votes. |
