KILLING TALENT WITH THE MARKS CRITERION
KHUSHWANT S RANIAL7/5/2011 11:01:43 PM
In a country where highest percentage is kept as the sole criteria for the selection to different fields to gain the employment or pursue the educational achievement ,under such circumstances mess is bound to take place and the stress and strain is quite undeniable both for the education and their parents. Suicidal tendencies by the educand will remain high by emerging every now and then, on failing to bear the pressure of non selection tag despite performing well in the different scholastic, academic and competitive examinations. Education is a key to personal and national, growth and development .But that education which instead of carving a solution adds to the woes and miseries of the gainer is totally unacceptable and uncalled for.
The most recent expression of anxiety around high cuts off in few colleges of Delhi University is highly unjustified , ridiculous and concerning debatable issue asking for the immediate redresser before any major collapse or catastrophe does take place in the field of education .The enigmatic cut off is based on the perceptual model that takes into account semi qualitative analysis of current board results ,distribution of marks of the previous batches and leaked cuts off the other institutions .It sometimes appears to be coloured by the notions of brand image ,the pecking order ,societal trends and other scopes across the nation. So these score based admissions at the end of year exams do not provide a perfect yardstick to measure the scholastic competence. Hence time has come to evolve more comprehensive procedures rested on the critical skills to fairly assess qualitatively the multifaceted portfolio of achievements of the education which is generally pursued as a tool in many parts of the developed nations.
Where on one hand the issue of higher cuts off has raised concerns about the future of the students, equally on the other hand we should take pride in that our nation has good bunched potential to sail us through in the midst of the storms because only creative and intelligent minds evolve great ideas to find solutions to paradoxical and complex problems. But what about those who could not make out despite scoring well .The pressure is bound to increase with the government ambitious plan to have 30% gross enrolment ratio in higher education by the year 2020 as the Government is aiming at to make Right to Education compulsory. Then under the given scheme of existing scenario, until and unless formidable changes are made out at different stages viz syllabi structure, examination system, selection procedures, problem is bound to stay plus even chances of perpetuation or escalation cannot be overlooked as well.
The biggest issue is that we lack uniformity in the educational system owing to education having kept in the concurrent list subject. Due to this reason, a general consensus cannot be arrived at. With the result, the core issues remain unaddressed. CBSE policy of marking is based on the liberal view which is a good sign to accommodate even the weaker students but this western based model of marking holding liberal thought hardly suits the Indian educational structure due to its cosmopolitan character. We should not depend on the policy of mere passing the students to churn out inefficient lot .The more the in- qualitative churning out of the students, the most the claims for seeking the employment and followed by the rejection on failing to meet the stiff quality cut throat competition shall keep on adding the problem for both the state and society . Education is a democratic right of every one. That cannot be snatched and even one should not be deprived of 3R’s concept. But what is value of those rolled out additions which are based on the philosophy of just passing percentage.
In order to meet the increasing pressure to pursue higher education, first of all we must go for the filtration process right from the lower primary level and should be made an integral part up to the highest level of education. Apart there should be opened more colleges and universities embedded with rich infrastructure and qualitative teaching staff. The government must move towards deregulating the higher educator sector, give flexibility to the students in choosing the subjects by innovating new course designs, alter pedagogy; freedom to recruit teachers and evolve a uniform examination pattern .It is because the financial and functional autonomy will raise the excellence and merit. If one go by the UGC norms it has been mandatory for the teachers to go for 18 hours of teaching which in the absence of adequate teaching staff is not possible. So in order to extract best out of the teacher, adequate time is required to the teacher to prepare his material before vomiting in the class room which is quite impossible amidst lack of support of the management. Further to ease the pressure on the already existing 500 plus Universities and 25000 colleges across the nation, we can access to the foreign educational institutes to provide their services .In fact already there are 165 foreign higher education providers in the Indian educational market out of which a large chunk is un accredited in their own countries .As per the existing norms ,a foreign provider cannot afford degree in India although under WTO norms foreign providers can make access to the Indian educational sector by adopting automatic routes. This deters good foreign educational institutes to set up their base in India .But given the prevailing conditions where we are killing the talent of our wards with the marks owing to inadequate standardised units, it becomes necessary to rely on opening of more educational institutes or allow foreign educational set up to provide degrees without any hitch to accommodate the aspirants to meet the demanding need of the society. We just require to pass the Foreign Educational Institutions (Regulation of Entry and Operations)Bill 2010 .Once the structures are in place ,quality of institutions will improve ,offering education more choice and rush to few selected ones will recede automatically . Hopefully pressure will also lessen on the students and their families.
