Indo-Pak CBM can be two-way traffic

For a change the acting Foreign Minister of Pakistan,Hina Rabbani,has not been as loud and rude while reacting to Prime Minister,Manmohan Singh's latest remarks on the Kashmir issue,as her predecessor,Shah Mehmood Qureshi used to be.Qureshi seemed to be a rugged politician because of the patronage he had received from the ISI functionaries and some fundamentalist organisations.Against this Rabbani is petite and cute given to measured words in a measured voice.When she was reminded of Manmohan Singh's remarks on Kashmir in which the Indian Prime Minister had wished that Pakistan will leave Kashmir alone because they have their own share of problems Hina Rabbani has stated "we do not believe in reactionary diplomacy and will reply at right time."By saying so Rabbani has rejected Manmohan Singh's insinuation but she has done it in a sophisticated way.It is something else that one may not believe her saying that Pakistan does not believe in reactionary diplomacy and if she has any doubt she could go through the records in her foreign office and find out to what extent her predecessors would go while fulminating against India.Even in the face of Hina Rabbani being soft and sophisticated in her words while talking about India it does not reflect change in Islamabad's policy towards New Delhi in general and Jammu and Kashmir in particular.
As far as security and politics related problems are concer ned Pakistan has always been in for one difficulty or the other.But invariably Islamabad has been raking up Kashmir issue at national and international fora to divert the attention of people of Pakistan.And if Manmohan Singh suggested to Islamabad to leave Kashmir alone because of Pakistan's problems the suggestion should have been welcomed by Pakistani leadership.In the interest of security and political stability Islamabad needs to promote cordial ties with New Delhi and this can be possible if Islamabad dismantled the terror infrastructure in the country so that the soil of Pakist an was not used for exporting terror to India.Pakistan should giive a try to it and instead of trying to convert all Indo-Pakistan talks Kashmir centric Islamabad should concent rate on other bilateral problems and issues which when resolved could help the two nations to promote durable peace in South Asian region.Rabbani has said that he CBM with India were making headway but return to complete normalcy will take time.She should remember and realise that if there is any headway in the process of dialogue,aimed at confidence building,it is the result of India's flexibility that it has been showing despite the Mumbai carnage of 2008.This way cordial ties between Islamabad and New Delhi is a two-way traffic.It cannot be the result of any third-party pressure or intervention.
