| When a person, despite having all qualifications and desirable qualities of head and heart, is subjected to the malaise of nepotism, favouritism and or deceitful gestures of the system, not only he but his entire family becomes upset particularly with his parents deplorably demoralized and disheartened. Here starts the U-turn in the life of a deserving young man of the society who, who as result of this miasmic system, falls a prey to unremitting sufferings. His mind is stuffed with all time-tension; peace of mind and solace of heart is over; his honey-coloured prospects are shattered and to cap it all his life becomes a tale told by some idiot full of sound and fury signifying nothing. When the cut-off merit list of one of the elite colleges of Delhi University was out, our Chief Minister was one of the firsts to express his sense of apprehension and anguish over it. Behind the back-drop of his reaction was his concern about the future of his own son who is likely to pass through same state of affairs as are being faced by many others. For the first time I saw a technically expert chief Minister over-weighed under the pressure of parental affection. But he never thought that like him thousand and one other parents are passing through the same agonizing state of affairs in relation to the career of their children. The tragedy with our society is that our power-lords can go to any possible extent for carving out a secure future for their children and the eye-balls but they never bother about the pains and pricks of their public who have voted them into the power-dom. Rajiv Gandhi, while he was the Prime Minister of India, had managed the fabricated testimonials to enable his son (Rahul Gandhi) to have admission in one of the top ten Colleges of the world in New Delhi. Thanks to guts of BJP who timely shouted on the floor of the Parliamentary House, exposed the then Father Prime Minister and got Mr. Rahul Gandhi ousted there-from. The reaction of our chief minister held a mirror to the originality of what he actually is and what he poses to be outwardly on the public podiums. The entire Sheikh family is normally not supposed to talk of merit because they have nowhere been on merit down the years-may it be politics, academics, professionalism or some other area of acumen. They, instead, manipulated the circumstances quite adeptly in their favour largely depending on the Machiavellian pattern i.e. one must fight for the attainment of destination even if one has to behead so many souls on the way. Otherwise too, in a democratic set-up the word 'merit' sounds a ridiculous and impractical utterance at all but the Sheikh family transcended all barriers of cheating and deceiving. Jawaharlal Nehru once said “If you are to suffer, you should suffer in the interest of the country." This was stated by him while addressing the gathering of people who were displaced due to the construction of Hirakud Dam 1948. How did the democracy matter to those who lost their homes and ancient cultures in a single go? Is it always the common man who has to suffer? Voices are suppressed and democratic rights envisaged in the constitution, are violated in subtle manner and the logic behind every undemocratic act is unfortunately given in the name of democracy. Who decides reason? It is only in the mysterious equations of love and truth that analogical reasons can be found not in the books which are manipulated by few think tanks within the four walls of some air conditioned palace. Whenever a policy is formulated at the highest level, the reason given is "for the betterment of the poor" though in reality is their own interests. One such poor policy sector is the education which certainly needs the reforms not in papers but on grounds. The policy makers forget to think that only by increasing the infrastructure and creating the campuses will not serve the purpose of better education. Changing the syllabus will also not help increasing the standard of education. The percentage of marks is no doubt increasing however, only at the cost of morals, ethics and culture. My view is in contrast to the recent data stating increase in the literacy rate all over the country including our state. Our governments are concentrating on literacy rather than education. However, our state even in literacy is still counted among the least literate states in the country and one can imagine the percentage of education. Yet our chief minister has always been among the most popular figures of our country because of the reasons known to all. Our state is best example of child labour though the statistics show that Uttar Pradesh, Bengal and Bihar among the worst places of child labors. I believe that our state is not lagging behind in this regard too because we wish to be number one in every destructive field, be it the state terrorism, corruption, ……scandals, ethical decay or anything else which is despotic. Our state hates number 2 spot and always wants to be number1 but unfortunately always for atrocious activities. All had expected that Omar will bring the change at the time when change was needed however; though young in blood he hardly knows the reality on grounds primarily because of his unawareness. Hemight have never faced the difficulty which one faces first while getting an admission in some reputed college and then for searching the job either in private or public sector. Off-course he was sincere to express his inability to enfold one and all in the public sector for employment and declared his prospect to uplift the private sector so that the growing problem of unemployment is mitigated to the relief of the masses. The desirable translation of his plans and progrmmes is still awaited and his 'brags and boasts' proved no more than the fertile hallucination of the futile mind. When our country took a major leap forward in industrialization during post liberalization era, unfortunately our state lagged behind primarily because of the volatile situation in the state though there were other factors too. Our Chief Minister has now decided to bring about a metamorphic development in the arena of private sector but he has literally failed to understand the ground realities of his state where the immediate need of the hour is to focus attention on the pubic oriented components like Education, Water, Electricity and a couple of other concerns inextricably linked with the instant interests of the people. Jammu And Kashmir State cannot be streamlined on the pattern of other highly developed states of this country rather; the radical differences among basic issues and daily questions are to be understood and reacted to accordingly. Our young and quixotic Chief Minister is always busy with building up the castles in the air forgetting the commonplace issues faced by the poor souls of this ever-exploited state. His political reactions; the social approach and his bent of mind sometimes reminds me of King Luis XIV of France who never perceived the pangs of his people and retorted in a surprising way to the demands of the people, " Live o Live the King. We are dying. Save us O lord of our souls.” On the contrary it sent across a galvanic shock through the spine of the starving public of France when the Kings said, "Can't they do with the bread And butter? Don't they have cakes to eat and the wine to drink". Unfortunate is public whose leader do not understand them genuinely. Education ever happens to be the backbone of a system and Higher Education is soul of the entire educational clime but the worst in our state is happening to the same sector. The colleges have been left to the mercy of more than 70% contractual staff that is again exploited with the infra-dignitary salary against a lot of hard work they put in. The very purpose of education stands killed and conventional degree holders, in abundance, are being produced with no worth at all. This is our educational stance at a time when we are supposed to keep pace with fast-trekking world in the wake of 21st century. The amount of salary paid to these contractual lectures/ teaching Assistants is not sufficient even to keep their pots boiling satisfactorily. These educated stop gap teachers are frequently frustrated and undergoing a sense of insecurity. Under such conditions, they can not be expected to deliver quality oriented performance. This is all due to the criminal negligence of the Govt. the new generation is being propelled into the abyss of the never-ending frustration and confusion. Higher education is the excellent example of the same though there are countless examples but I will discuss the higher education sector only. To make the matter even worse for these evil-starred contractual teachers, their experience only from the Colleges of Jammu and Kashmir is which again amounts to the exploitation of this educated lot and more tortures inflicted on them. This means if you have worked outside state for better remunerations in any Govt. institute or even university, your experience will not be counted in the State. This is an autocratic modus operandi in a democratic of the democratic mechanism and is the best example of the worst anarchy of accountability to the conscience. If democracy is against the public interest it must go. I pose a pertinent question to the legislators and the executives of such norms as to why they don’t cross-think over what they formulate for the poor public. Don't they realize what they are doing? The grandfather of Omar was given the job of a teacher after his post graduation and he left it saying it was humiliating and he himself raised voice against the autocratic rule. Even 60 years after freedom from the shackles of autocratic rule, we have been pitch-forked into a new family rule which is worse than the period of Monarch. At a time when applications are invited for the said job "the applicant" has to give an undertaking authenticated by the Judicial Magistrate for which again the applicant faces the hardship. Even if the Govt. needs such an agreement it should be after the selection of the candidate not at the time of application. Students who are already under financial constraint due to heavy application costs and the irresponsible guidelines of the PSC, such reckless policies aggravate. |
