Supreme Court's order on disarming SPOs may not be applicable to J&K

Jammu,July 7 : The Supreme Court's direction to the Chhattisgarh Government to disarm Special Police Officers(SPOs),engaged in fighting Maoists,is unlikely to have any impact in Jammu and Kashmir where during the last 15 years more than 35,000 youths have been recruited as SPOs.
Legal experts said that the Supreme Court is specific only about SPOs in Chhattisgarh state where tribal youths have been equipped with weapons for fighting the Maoists. Experts said that the Supreme Court's ruling is not a direction to other states where SPOs have been engaged in fighting militants.
Senior police functionaries said that the Supreme Court order or direction is in response to a writ filed by a social activist regarding the plight and exploitation of tribal youths. Hence the Court order cannot have implications on Jammu and Kashmir which is the first state to have started recruiting youths as SPOs.
They said that if the Supreme Court order was extended to Jammu and Kashmir the state Government should go in for an for an appeal so that the apex court reviewed its verdict with reference to the troubled state of Jammu and Kashmir.
The police functionaries cited two difficulties in any order that may compel the Government to disarm 35,000 SPOs. First it would be a sort of compromise with the security of the state. They said besides the SPOs village defence committee members too have played an important role in containing the activities of militants.
They said disbanding the SPOs would bring the state's and its peoples' security under threat.They explained that after 20-year long operations and sacrifices the security forces have succeeded in improving the security environment in India's most sensitive state and it would be very harmful to the interests of the state and the country if the security forces were forced to lower the guard.
Secondly, disarming the SPOs would force 35,000 youths to lose jobs.It would increase the problem of unemployment.(KIP)
