Bihari among 132 blue-eyed manage jobs in SFC | Scam hits Forest Corporation | | Sumit Sharma EARLY TIMES REPORT JAMMU, July 8 : State Forest Corporation (SFC) has become rehabilitation center of not only blue-eyed state subjects but even for non-state subjects. Jobs are, as per sources, on sale and those who have got the benefits include a resident of Bihar. Documents in possession of Early Times reveal that twelve persons namely Mohammed Rafi Dar, Amir Mehraj, Intikhab Ahmed Lala, Farooq Ahmed Changa, Riyaz Ahmed Sheikh, Gowhar Jan, Fayaz Ahmed Kala, Parvez Ahmed Mir, Mushtaq Ahmed Shah, Zafar Iqbal War, Mian Shahnawaz and Abdul Ahmed Bhat have been temporarily adjusted as grading assistant on non-existing posts, under respective order numbers of 661,660,659,658 and 657 of 2010. Besides this, sources said that one Mohammad Nazim son of Suman Ali of Bihar has been appointed as casual labourer. Further more, fifteen daily wagers were appointed between 2010 and 2011 despite ban on appointment of daily wagers. They include Ishvat, Abdul Rashid Wani, Manzoor Mir, Showkat Parray, Hilal Mir, Shuban jo Khar and Mehjabeen, added the sources. They said that computer operators have been appointed without advertisement of the posts. These include Ruksana Bano, Suman, Surinder Sawhney and Sartaj Manzoor. An inquiry into the alleged illegal appointments has initiated on the instruction of Chief Minister Omar Abdullah. Sources disclosed that the action has been taken in the wake of complaint lodged in Chief Minister's Grievance cell by aggrieved employees of SFC. They have alleged that non-state subjects have been appointed on the directions of former Managing Director SFC Abdul Qayoom Khan. Earlier Asif Ali Najjar, an employee of Jammu and Kashmir State Forest Corporation was given out of turn promotion from the post of Supervisor Grade 2nd, despite falling at serial No 27 in the seniority list of Supervisor Grade 2nd of Jammu region. He was posted as Timber Passing Officer (a non-existing post) under order number 239 of 2010 and with in a period of four and half month, the same person was further promoted and posted as Incharge Divisional Manager vide order No SFC NO 604 of 2010. Out of turn promotion of a junior most officer was resented. Appalled at the attitude of the then MD SFC Qayoom Khan, employees filed an application under RTI number 22-23/PIO/SFC to seek reasons behind the loveliness on some particular employees. In response to application, the then Managing Director AQ Khan justified the posting on the grounds that Asif, resident of Bihar, is trained in wood sciences and hence, has been promoted. Khan also referred to court order in support of his order. In another case, one Mohammed Ismayal who was Block Manager was promoted as Range Manager vide order No 829 of 2010 on ST category. His senior, Mohammed Hanief, who too belonged to ST, was also promoted as Range Manager. Without admitting SFC's fault which caused loss to the public exchequer, Chairman SFC to give advantage to blue eyed wrote "It is not admissible to revert an officer after two months of promotion " and also desired" applicant Hanief be also promoted without consuming general quota as per rules ". The tail of nepotism does not end here as one Amir Mehraj has been given ride in the department through back doors besides 130 others. Further, Mohd Akram, minor, who was just 13 years old at the time of his appointment, has been appointed as Farash vide order number 489 of 2010. Date of birth document speaks in volumes about nepotism. An inquiry in this connection has been demanded by aggrieved employees. |
