and motivate Rather talks tough for not achieving power tariff target | | | EATLY TIMES REPORT SRINAGAR JULY 9: The Minister of Finance and Ladakh Affairs, Mr. Ab. Rahim Rather today urged for a massive effort to achieve revenue realization targets proportionate to energy supplied to the consumers. He called upon the engineers and field agencies of Power Development Department to redouble efforts to improve their performance on account of revenue realization adding that any laxity in this regard would not be tolerated. Speaking at a high level review meeting conveyed at Sher-i-Kashmir International Conference Centre (SKICC) here today to take stock of the latest revenue position in Power Development Department Kashmir, the Finance Minister said the enhancing revenue on account of energy supplied to the consumers was imperative to stabilize states fragile economy adding that the state at present imports energy worth Rs. 2500 crore annually against a meagre revenue of about Rs. 969 crore only. The Economic Advisor to the Government, Mr. Jalil Ahmad Khan, Commissioner/ Secretary Finance, Mr. Sudhanshu Panday, Commissioner/Secretary PDD, Mr. Basharat Ahmad, Secretary Technical PDD Mr. Asgar Ali, Director General Budgets, Mr. Ravi Kumar Mangotra and concerned executive engineers of all the 71 sub divisions of EM&RE Kashmir were present in the meeting. Expressing his dismay over poor performance in revenue realization in many electric divisions particularly Circle-II excluding Bandipora, Circle Pulwama and Circle Bijbehara, the Minister warned that the Government would remove dead wood from the department so as to make engineers and officers accountable. He said Centre has given a revenue target of Rs. 1600 crore for the State this year which shall have wide implications over the current year’s annual plan of Rs. 6600 approved for the State recently. “There should be no excuse in getting electric feed proportionate to energy supplied”, the Rather said adding that the concerned engineers and officers should endeavour hard by increasing monitoring and survelliance to check power theft and pilferage. The authorities at the held of affairs shall have to come upto the mark and face stern action, Mr. Rather asserted . He also urged for 100% metering of electric connections and computerization of power pritting systems and asked for devising a clear road map to set the system right. He also called for the long terms and short term measures to achieve 100% revenue targets and suggested to educate consumers about the importance power tariff realization in the interest of states over all revenue interests. Meanwhile, the PDD has fixed a revenue target of Rs. 651 crore during the current fiscal out which, Rs. 75.12 crore has been realized during the first quarter against a revenue target of Rs. 162.72 crore. The department has provided additional 5666 power connections during the first quarter of the current fiscal raising the total number of power consumers to 6.93 lakh in Kashmir Division with the result; the department has added 5.429 MW of power raising the agreement load to 673.97 MW against 668.54 MWs upto March 2011. The department has installed 29128 electronic meters during 1st quarter which included 10105 meters installed in un-metered locations and 19023 meters installed as replacement of defective meters. The department plans to install one lakh meters during the current financial years whereas remaining 2.61 lakh meters would be installed during the next year.
