Panthers urge PM to review J&K militants return & rehabilitation policy | | | EARLY TIMES REPORT New Delhi , July 9: Bhim Singh, chairman, J&K National Panthers Party in an urgent letter addressed to Prime Minister Manmohan Singh has urged him to act with all the courage and wisdom to review the J&K government’s so-called policy on the return and rehabilitation of J&K militants based in Pakistan numbering about 1300 according to the government’s records. Bhim Singh his letter urged, "The Union Home Ministry without studying the pros and cons of the so-called anti-national policy to invite the Pak-based militants to J&K and rehabilitate at the expense of the state shall be disastrous to the internal and external security of the state inter-alia on the reasons that may include that there is no authentic proof of identification except the self-made statement of a militant supported by Pakistani authorities. The militants who voluntarily defected to Pakistan during 1988-1990 for undergoing armed training and religious indoctrination on Al-Qaeda pattern have already spent two decades in Pakistan, Wazirabad, Afghanistan and in other Al-Qaeda training camps. The whole purpose of their defection from J&K was sponsored by ISI with the backing of the then government of J&K. They have been trained to sabotage India’s peace and communal harmony with ulterior motives to destabilize India which is evident from the statement of Pakistan’s Prime Minister he made recently to continue war in Kashmir for 1000 years. That the Supreme Court of India had stayed issuance of entry permits to those who had migrated to Pakistan in 1947. This situation is much dangerous as the rehabilitation policy of J&K government is to grant permit for re-entry of Pak-nationals (since long they have acquired Pak-nationality) who had conspired against India and got training to wage war against India. Also that the Union Home Ministry without application of mind, just to promote an inexperienced Chief Minister who has stepped into the shoes of Jamat-e-Islami, has approved the so-called return and rehabilitation policy of J&K Chief Minister which is not only illegal, improper, discriminatory but amounts to causing threat to the security, unity and sovereignty of India. Besides this there were also many other points raised by the panther’s chief that were submitted for the consideration of Prime minister over militants return & rehabilitation policy
