DSE faces pressure after transfers, promotions of masters

JAMMU, July 9: Promotions and subsequent fresh posting of teachers elevated as masters by Directorate of School Education (DSE) has increased pressure on top rung officers. From politicians to Babus in the civil secretariat, all are ringing the office of Director School Education for modification of already issued orders.
Reason being transfer of newly promoted masters to the far flung areas. For department, this is not an unusual matter but for the teachers it's a matter of great concern. Now, the promoted people are in dilemma whether to take promotion and get transferred even to the remote areas or surrender promotion.
However, influential are trying to get their transfer order modified. It's been just four days and already 50 people have approached Directorate of School Education with the request for modification in transfer order, a senior official of Directorate informed. “Directorate had promoted 894 teachers as master few days ago. With promotion, their cadre changes from district to divisional. Hence, they are bound to be transferred out of their home district. The same thing has happened in this case also," he said.
If sources are to be believed, Directorate has been in a fix vis-a-vis modification of transfers of newly promoted masters as they have got recommendations from several influential quarters. One of the promoted persons said, on the condition of anonymity, that he was serving in Hiranagar and now, he has been transferred to Kishtwar while, another of his colleague was transferred to nearby Samba school because he was a relative of influential person.
When contacted, Director G A Qureshi said it was just a practice and they followed the norms in effecting transfers. “Exercise was need based and now, there is no possibility of modification of transfer orders. Those who have been promoted have to join at their new place of posting in any case,” added Qureshi.
