Chidambaram spills the beans | | | It is better for politicians of various hues,especially those who belong to the organisations ruling the states or the centre,to weigh all the pros and cons of an issue before making a loud commitment on certain complex or ticklish matters.This is what has happened in case of rehabilitation of those militants who had crossed over to Pakistan occupied Kashmir for arms training and were keen to return to their mother state where they wish to live in peace.Before analysing or reviewing various problems that may surface in the process of bringing these militants back to Jammu and Kashmir Chief Minister,Omar Abdullah,announced that out of 700 applications received 108 had been cleared and those youths cleared for rehabilitaion would be assisted in returning to Jammu and Kashmir.While the parents of the to- be- rehabilitated militants were sandwiched between hope and despair it was the Union Home Minister,P.Chidambaram,who talked about certain practical dificulties in bringing these boys back for rehabilitation.His latest statement has given rise some sort of confusion.Has the Government cleared 108 applicants for return and rehabilitation,as claimed by Omar Abdullah,or 28,as stated by Chidambaram? Home Minister P Chidambaram said there were "practical issues" in implementing Jammu and Kashmir Government’s rehabilitation policy for militants who have crossed over to Pakistan administered Kashmir (PaK)."The government of Jammu and Kashmir has identified a certain number of people who can be brought back to India under the rehabilitation scheme. But there are number of practical issues that have to be resolved," Chidambaram has said.He stated there were "very many practical issues" that have to be resolved. The Union Home Minister has suggested a meeting between senior functionaries of the Ministry of Home and the Ministry of External Affairs for resolving these practical issues.In this connection a high level committee comprising representatives of JK government, MHA, Army and others had scrutinised the applications of militants who wanted to return. After verifying the antecedents of the militants who want to surrender and live a peaceful life, it cleared 28 names of nearly 700 application received by it. It is believed that Omar was in haste to announce the rehablitation policy because he possibly wanted to hijack the PDP agenda on the issue.Though Chidambaram has not explained the nature of practical issues knowledgeable circles believe that the return of these militants can be possible only when Islamabad supports it.Without Islamabad's permission not a single militant,keen to surrender before Indian security forces and lead a peaceful life,would be allowed to cross the border by the Pakistani troops unless there is an agreement.This is one practical issue.Another may be the response from the nationalists who are sceptical about the intentions of those youths who were to be covered under the rehabilitation policy.On the face of it the militants are quite keen to abandon the culture of gun.In fact they have already done so as they have opened small provision stores and tea shops in occupied Kashmir.The issue of return of Kashmiri youth from PaK shot to prominence in 2006 when a delegation of leaders from JK, including Chief Minister Omar Abdullah and PDP chief Mehbooba Mufti, went to Pakistan, where these youth asked them to facilitate their return.
