7/10/2011 10:59:05 PM
EARLY TIMES REPORT
Jammu, Jul 10
Calling for the intervention of Chief Minister Omar Abdullah, the All India Confederation of Scheduled Caste, Scheduled tribe and Other Backward Classes organisation today termed the recently issued seniority list of Kashmir Administrative Service (KAS) officers as "discriminatory" and demanded it be immediately revoked."We demand that Chief Minister Omar Abdullah must intervene personally and facilitate issuance of an order for revoking the illegal final seniority order list of KAS officers issued by General Administrative Department (GAD) and restore the position assigned to the reserved categories in the tentative seniority list", president of the association R K Kalsotra said today addressing a convocation here.He said the seniority list of KAS officers has been prepared in violation of 85th constitutional amendment and J&K Government order 110. "This order has taken away the provision of 'reservation in promotion' despite the existence of such a provision in law", he said."In this senior list, officers of reserved category have been placed at the bottom, which is a violation of constitutional protection guaranteed by the Constitutions of India and J&K", he said.Jammu and Kashmir Panthers Party (JKNPP) senior leader and MLA Samba, Yashpal Kunda also demanded the revocation the "discriminatory" order.
He appealed the gathering to get ready for larger struggle as the govt. and people sitting in govt. are not in favour of reservation not only in spheres of employment but also in spheres of development and fund allocation in the areas where reserve categories community resides. He has also informed the govt. that if this illegal final seniority is not revoked immediately, the confederation will take the movement to every nook and corner of the state and also outside the state. He has also demanded the reframing of seniority as per reservation rules and constitutional provisions safeguarding the interest of members of reserved categories.
