Public empowerment key to curb corruption: Omar

Pahalgam, July 11:

Underlining the importance of public empowerment in reducing chances of malpractices, Chief Minister, Omar Abdullah today said that development process would witness befitting metamorphoses in Panchayat Raj in the State for which all decks have been cleared.
Addressing newly elected panchayat members of Pahalgam and Kokernag constituencies at Ashmuqam and Kokernag in two separate meetings, the Chief Minister asked them to be prepared of shouldering the responsibilities of rendering service to the people on socio-economic fronts.
“My government is keen to transfer powers to you and decentralize the administration so that grass root public representatives are involved in policy framing and execution of works in their localities”, he said and called for sincere and honest functioning of sarpanches and panches to realize the goal of universal progress and all round development of the State.
“Panchayat Raj in the State is an important measure to realize Naya Kashmir”, he said adding that the decision of holding panchayat elections was a big and historic decision of his government to ensure public empowerment at lower level.
Omar said that the State like Jammu and Kashmir cannot be run from the Secretariat or Provincial level. “We have vast mountainous and far off areas besides geographical diversity and climatic variation. The situation like this demands area specific attention”, he said maintaining that panchayat system is the only way forward to address this requirement. He said involvement of people in plan formation and execution of works would help in a big way to curb the corruption and ensure timeline completion of works in accordance to the requirements of the people.
The Chief Minister said that people have reposed highest faith in sarpanches and panches. “They want you to deliver effectively and meticulously so that their development demands are met and difficulties redressed promptly”, he said asking newly elected panchayat members to make public service and honesty standard of their functioning.
Earlier, various sarpanches and panches spoke and narrated their experience of taking part in the elections and presented resume of the demands pertaining their localities. They expressed their gratitude to the Chief Minister for holding panchayat elections in the State after a long period of 33 years
The Chief Minister inaugurated 4-day orientation course for sarpanches and panches of these constituencies at both places.
