Jammu gets Rs 92.53 cr plan: CM's call for 'deadline' rhetoric or real concern...? | MLAs voice concern over inadequate teachers in rural areas, power scenario | | Early Times Report JAMMU, July 12: Commencing current financial year's District Development Board meetings from Jammu , the Chief Minister Omar Abdullah has rightly so focussed on two areas of concern - the timline and judicious expenditure of funds in various projects for which the funds have been approved under the new plan. In the backdrop of various key projects suffering for ever extended deadlines and cost overrun factors that mars the required impact on ground, the emphasis is imperative. But is the vocal expression of CM for real or just another rhetoric seen usually at the Board meetings....? Chief Minister who is also Chairman of the Jammu district Board gave nod to Rs. 92.53 crores Annual Plan 2011 for Jammu district at the meeting which was held this morning at his official residence. Without naming anyone, the CM however, pulled up everyone connected with the development works for what he meant to be the complacency factor during initial months. "It has been seen and followed as a matter of practice that during first quarter the works are pushed at very slow pace.....it gathers some momentum in the next quarter but assumes the scenario of some athletic race in the last quarter in order to complete it within deadline", CM said sarcastically. "We have to change this trend. Our pace of progress should be balanced and equitable so that quick spending of funds in the fourth quarter is avoided", he said maintaining that in such a practice there is apprehension of leakage and bad spending, he said while commenting on the state of affairs of some projects. He said the quality of the work under such circumstances and pressure suffers which is why there is need to lay emphasis on maintaining timeline for development works. The Chief Minister also emphasized on regular monitoring of progress on development schemes saying that public representatives and officers should keep eye on the pace of work and expenditures. "Our objective is to ensure timely benefits of schemes to people and create dependable public service providing infrastructure", he said asking for sincere and prompt delivery by officers and executing agencies on this front. Omar Abdullah said that reaching out to people in all areas in the process of development should be focused at and schemes launched accordingly. He said underdeveloped, far off and hilly areas require additional attention to bring them at par with other areas. The Chief Minister said that the Planning Commission sanctioned Rs. 6600 crores annual plan for the State but the additional amount of Rs. 150 crores for Jammu and Rs. 100 crores for Ladakh identified by the Task Force appointed by the Central Government for Jammu and Ladakh has not been provided. However, we are spending this amount out of the current plan on the schemes identified by the Task Force. Even though the Board meeting went off smoothly , it was on the intervention of BJP MLA Choudhary Sukhnandan that Chief Minister's attention was drawn towards the education sector. Almost all MLAs unequivocally expressed concern over lack of adequate teachers in the rural areas where children were suffering for want of good and enough teachers in the schools. The role of teachers in some schools in urban areas is much higher than the number of students whereas this goes reverse in the rural areas, the BJP MLA informed the state of affairs of education sector, vehemently demanding this needs to be corrected urgently to improve the standard of education . All the MLAs from ruling as well as opposition parties also expressed concern over what they described as poor state of affairs in the power sector in Jammu where things suffer for want of additional funds . They sought additional funds for meeting the expenses on front of installing poles, transformers in addition to what they are getting under CDF. However, the opposition was vocal that there should be 'equal distribution' of such funds . The MLAs also endorsed opposition demand on improving the scenario of rural connectivity. BJP MLA and leader of the party in Assembly, Jugal Sharma sought government's attention for speeding up Jammu based projects on two fly overs and cable car project on which the government gave reasons for delay. The BJP MLA said people of Jammu hold MLAs accountable they being the public representatives. Chief Minister however contended that Government is working on a special strategy to make considerable headway on this front. However, he said that revenue collection for the use of electricity has great bearing on the upgradation and development of power system in the State. "We have to bear huge losses on the supply of electricity and 100% metering is answer to this problem to a greater extend. He said that the scheme of providing matching grants to the legislators for providing funds for installation of transformers under Constituency Development Fund (CDF) would be given a fresh look. |
