Court frames corruption charges against former JE, ZEO | | | EARLY TIMES REPORT Jammu, June-15 (JNF):- Additional Sessions Judge Anticorruption Jammu has framed corruption charges against Abdul Gani Sheikh former Junior Engineer REW Doda, Uma Devi former ZEO Drabshala and Farooq Ahmed Keen contractor for dishonestly and fraudulently drawl of Rs 5.08 lacs in favour of the contractor on account of works repair over renovation of middle school building Patnazi Doda which has not been executed by the contractor and charges u/s 5(2) PC Act 2006 r/w 120-B RPC was framed against three officials. According to the Senior PO Rohit Gupta that in a joint-surprise check was conducted in the year 2007 which reveals that in the year 2005 Mrs. Uma Devi then ZEO Drabshala in league with other accused public servants namely Abdul Gani Sheikh then Junior Engineer REW Doda and Contractor Farooq Ahmed Keen. According to the VOJ that during the intervening night of September 2/3, 1999 a double storeyed Govt Middle school building Patnazi Doda was gutted in a fire incident resulting in complete damage of wooden material and till roofing of the building which is also borne out by FIR registered u/s 436 RPC at P/S Kishtwar. However, in the year 2000 local inhabitants of Patnazi area with the help of 26 RR Army deployed in the area carried out voluntary repaired/renovation of the ground floor of the gutted building. The repair in the building including repair in the damage in the walls fabricating/fixing doors/windows, roofing material, for the said repair in the school building the wooden scants were provided by the local people of area. It was also found that skilled/ unskilled labourer was also made available by the locals of the area to carry out the repair/renovation of the school building. Cost of repair/ renovation including supply of material and labour component involved was assessed at Rs 5 lacs as confirmed by the Engineer experts. During the investigation it is further submitted that Farooq Ahmed Keen contractor on February 9, 2005 moved an application before then ZEO Drabshalla falsely claiming the release of payment for the work done in the school building, which had already been carried out by the locals of the area with the help of RR 26 Army Unit. It was found that no official work order in the name of the accused contractor to execute the work in school building was ever issued by any competent authority. It was also found that pre-constructions mandatory formalities like preparation of estimates, technical sanction, and administrative approval were also not fulfilled. Mrs. Uma Devi then ZEO Drabshalla despite the knowledge that contractor had not executed the work, dishonestly under a conspired plan entertain the false claim of contractor and proceeded the claim for release of payment against the work which were not executed by the contractor and after completion of investigation challan was presented in the court which was transferred to Additional Sessions Judge Anticorruption Jammu and Court framed charges against all the three accused.
